Job Title: Mechanical Engineering Site Inspector

Serco North America is seeking a skilled Mechanical Engineering Site Inspector to support the Federal Emergency Management Agency (FEMA) Public Assistance recovery initiatives in Zone 2 across the Midwest.

Job Summary:

The successful candidate will be responsible for reviewing and analyzing professional architectural/engineering reports and designs or as-built plans, thoroughly documenting analysis in writing, developing scopes of work, and validating applicant-provided scopes of work. Additionally, they will develop and review cost estimates, advise FEMA staff on the technical validity of claims presented under FEMA's arbitration process, and testify as an expert witness on FEMA's behalf.

Key Responsibilities:
  • Review and analyze professional architectural/engineering reports and designs or as-built plans
  • Thoroughly document analysis in writing
  • Develop scopes of work, including related code and standard requirements
  • Validate applicant-provided scopes of work, including related code and standard requirements
  • Develop and review cost estimates
  • Advise FEMA staff on the technical validity of claims presented under FEMA's arbitration process
  • Testify as an expert witness on FEMA's behalf
Requirements:
  • Bachelor's Degree with 5 years of experience in a related field and professional registration (PE); OR Bachelor's Degree with 10 years of experience in a related field
  • 1-2 years of experience in site inspections of Large Commercial Construction infrastructures
  • 1-2 years of experience in site inspections in any of the following eligible types of work: Restoration of Roads, Bridges, Water control Facilities, Buildings, Equipment, Utilities, Debris Removal, Schools, Churches, Parks, and recreation centers
  • The ability to obtain and maintain FEMA Public Trust
  • A United States Citizenship
  • The ability to maintain FEMA specific trainings
  • Microsoft Office skills
  • The ability to deploy to any location in Zone 2 with a 24-48 hour notice after Task Order Award
  • The ability to go on 6-12 month deployments at a minimum
  • Comfortability and experience using a Smartphone
  • The ability to work independently, in a team environment, and under stressful conditions with tight deadlines
Desired Experience and Skills:
  • 2 years minimum of prior FEMA Public Assistance (PA) experience
  • PE - Professional Engineer
  • Experience managing Site Inspectors
  • Knowledge of the FEMA Public Assistance Program/Policy
  • Trained in the new Public Assistance delivery model is preferred
  • Active FEMA badge
