Job Overview

Position: Human Capital Policy Specialist

Security Clearance: Secret

Location: Falls Church, VA

Key Responsibilities:

  • Perform in-depth research and analysis of pertinent laws, Executive Orders, regulations, and policies concerning DoD human capital and workforce development initiatives for technical personnel.
  • Create a detailed policy development roadmap that outlines and prioritizes the necessary DoD Directives, Instructions, Standards, and/or Manuals required for the new initiative. Additionally, identify any required modifications to DoD authorities for the creation of Fiscal Year Legislative Proposals.
  • Formulate a corresponding project plan for policy development, which will be submitted for client approval, detailing tasks, timelines, milestones, and progress updates for each draft deliverable.
  • Draft new DoD Directives, Instructions, Standards, Manuals, and Legislative Proposals in compliance with DoD editorial and publication standards.
  • Stay informed about relevant legislative, federal regulatory, and policy changes, as well as human capital trends across Industry, Academia, and Government that could impact DoD artificial intelligence workforce programs and policies.
  • Provide regular updates to the client and key stakeholders regarding these policy trends and developments.
  • Identify policy solutions to challenges and opportunities presented by DoD and JAIC stakeholders.
  • Collaborate with relevant DoD and JAIC stakeholders to refine these policy concepts.
  • Assist the client in coordinating and adjudicating comments throughout the official policy staffing process.
  • Address complex staff coordination issues related to key stakeholder engagement and strategic initiatives.
  • Support the development of staff packages and Official Taskers.
  • Prepare reports, briefs, white papers, correspondence, strategic communications, and other documentation as needed.

Qualifications:

  • 10+ years of relevant experience in policy development.
  • Extensive experience in policy research, development, interpretation, and advisement.
  • Experience in coordinating and managing internal and external stakeholders.
  • Exemplary communication skills, a high level of integrity, critical thinking abilities, and leadership courage.
  • Self-motivated individual capable of identifying needs and taking initiative with minimal guidance.
  • Ability to quickly grasp and apply new emerging technology concepts.
  • Proficient in MS Word, PowerPoint, Excel, and Outlook.

Education:

Bachelor's degree in a relevant field.
