The City of Falls Church is seeking a skilled project manager to oversee the execution of capital improvement program (CIP) initiatives focused on transportation. This includes projects such as corridor enhancements, signal upgrades, streetscape improvements, multimodal enhancements, and utility undergrounding within an urban environment, along with other facets of the City's Capital Improvement Program. Ideal candidates will possess a background in civil engineering, project design management, construction oversight, and field inspections, although a willingness to learn may be considered in lieu of direct experience.

Key Responsibilities:

Planning and Program Management:

  • Oversee the management of projects within the City's Capital Improvement Program (CIP).
  • Align the CIP with the City's budgeting processes.
  • Assist in the prioritization and management of the City's infrastructure projects.
  • Collaborate with various City departments, including transportation, stormwater, and development services.
  • Develop and maintain project budgets and timelines.
  • Participate in CIP project meetings and provide recommendations regarding budgetary concerns.

Grant Management:

  • Engage in grant applications and administration for specific CIP projects.
  • Support grant management efforts, including schedules and deliverables, and coordinate with the grants administrator for necessary reporting.

Project Oversight:

  • Manage capital projects from inception to completion, including design and construction phases.
  • Administer contracts related to planning, design, engineering, and construction of capital projects.
  • Guide projects through the development planning process, including the creation of internal Project Charters.
  • Propose solutions to technical challenges encountered during the study and design phases.
  • Coordinate with various stakeholders, including departmental staff and utility companies, to ensure successful project completion.
  • Ensure adherence to state and federal regulations, including those set by USEPA, USACE, FHWA, VDOT, VADEQ, and VADCR.
  • Draft technical specifications for procurement and contract documentation.
  • Review plans to ensure compliance with local, state, and federal standards.
  • Facilitate the permitting and inspection processes for construction projects.
  • Oversee the preparation of design drawings, technical specifications, and cost estimates.
  • Coordinate the work of construction engineering inspectors for specific CIP projects.
  • Supervise contracted work and maintain professional oversight until project completion.
  • Conduct field inspections and address issues that arise during construction.

Minimum Qualifications:

  • Bachelor's Degree in civil engineering or a related discipline.
  • A minimum of ten years of relevant experience.
  • Extensive experience in engineering and/or construction roles.
  • Strong knowledge of civil engineering principles and practices, municipal public works, and public utilities administration.
  • Proven ability to analyze plans and specifications for public facility construction and prepare comprehensive reports.
  • Demonstrated capability to organize facts effectively and maintain productive relationships with city officials, contractors, and the public.
  • Equivalent combinations of education and experience may be considered.
  • Familiarity with federally funded projects or VDOT-administered projects.
  • Understanding of municipal construction issues and long-term maintenance costs.
  • Knowledge of project funding, budgeting, and administrative practices.
  • Flexibility to accommodate varying work obligations and schedules.
  • Ability to work non-traditional hours as needed for stakeholder engagement.
  • Understanding of public procurement processes and innovative delivery methods.
  • Good judgment in resource allocation.
  • Experience in risk management for development projects.
  • Ability to foster partnerships with diverse stakeholders.
  • Skills in organizing public meetings to achieve desired outcomes.
  • Capability to negotiate among multiple stakeholder groups to reach consensus.

Preferred Qualifications:

  • Professional Engineer certification, Certified Construction Manager, Project Management Professional, or related credentials are advantageous.
  • Experience managing CIP Local Administered Projects (LAP) is preferred.

Work Schedule: Monday – Friday, 8 AM to 5 PM (8-hour workdays including a 30-minute lunch break), with eligibility for flexible/hybrid scheduling after an initial period, subject to supervisor approval.

Compensation and Benefits: Salary range of $90,001 - $119,995, commensurate with qualifications. This is a three-year term position eligible for all City benefits, excluding participation in the City's pension plan.
