Job Summary

We are seeking a highly skilled and experienced Certified Solid Waste Management Specialist to join our team at Otter Tail County, MN. As a key member of our solid waste management team, you will be responsible for the daily operation of a remote solid waste transfer station/landfill, ensuring that the site is operated in a safe and efficient manner, consistent with rules and permits.

Key Responsibilities
  • Operate the facility according to scheduled hours, site permits, and county operational protocols.
  • Greet customers, instruct them on proper waste management practices, and distribute educational materials to ensure they understand proper waste management methods.
  • Inspect customer materials for acceptable or non-acceptable waste, proper separation, and volume to determine the proper management method and related costs.
  • Collect fees, prepare, and provide individual customer receipts.
  • Direct incoming vehicles to appropriate locations and monitor unloading.
  • Operate a tractor, loader, and a full swing backhoe for site maintenance and operation, including snow removal and mowing with a brush hog.
  • Assure proper loading and operation of waste compactor, monitor compactor pressure to assess remaining capacity.
  • Maintain the acceptance of brush and leaves and capacity of the brush and leaf disposal pile. Periodically dispose of the brush pile as per Minnesota Department of Natural Resources permit for Open Burning.
  • Perform custodial tasks, clean facility grounds, and maintain buildings and site.
  • Coordinate with contracted site hauler to ensure timely removal and proper disposal location of all waste loads.
  • Prepare monthly reports, including daily receipts, daily deposits, monthly totals, and submit information to the office in Fergus Falls.
  • Monitor the acceptance of waste electronics, assure maximum use of electronic storage container, and coordinate with contract hauler when container is reaching capacity.
  • Weigh incoming loads, direct hauler dumping of loads into tipping floor or into semi-trailers, monitor loads for unacceptable waste, and compact load.
  • Meet with and accompany State of Minnesota inspectors on site compliance inspections. Explain county equipment designs and operation (cells, pumping stations, compaction units).
  • Maintain demolition landfill cells to ensure that proper materials are disposed of and to assure that the site is properly and safely maintained and operated.
  • Provide routine inspection, maintenance, and pumping of the leachate collection and storage equipment.
  • Perform routine equipment maintenance (grease, oil, filters, air, etc.) and schedule additional maintenance with local maintenance shop.
  • Monitor the acceptance of all other waste (whitegoods, tires, microwaves, electronics, etc.).
  • Provide routine inspections and maintenance for on-site scales.
  • Load transfer trailer using articulating loader and full swing backhoe. Responsible for loading according to MN DOT regulation and specific disposal site requirement.
  • Using contract hauler provided semi-tractor and contractor provided transfer trailers, remove full transfer trailer from load out area, tarp trailers, and place new transfer trailer on the load out floor.
  • Operate mechanical hook truck and pup trailer.
  • Assist other areas of the department as requested, including HHW, recycling, redemption, landfills, and public information and education outreach.
  • May assist with duties and responsibilities as outlined in the County Emergency Operations Plan and Continuity of Operations Plan.
Requirements
  • High school diploma or equivalent.
  • Class A CDL valid in the State of Minnesota.
  • Forklift/Skid loader Operator Certification (must obtain within one year of hire).
  • Minnesota Type III Solid Waste Facility Operator Certification (must obtain within one year of hire) and the Industrial Stormwater Regulations training within six months of hire.
