The Capital Area Division (CAD) of Applied Research Associates, Inc. (ARA) is in search of a dynamic and seasoned Program Operations Manager with expertise in assisting governmental bodies in the strategizing and implementation of extensive technological initiatives. This role entails overseeing local operations that contribute to the creation of a multifaceted system integrating space, land, air, and naval surface warfare, electronic warfare, tactical intelligence, and special operations elements. The successful candidate will provide on-site support to the Department of Defense in a key operational capacity.

This role, aligned with the DoD's Assault Breaker II (ABII) program, demands a professional with a robust background in various program leadership and coordination responsibilities, including but not limited to:

  • Facilitating technology transition and participating in working groups
  • Coordinating team efforts and timelines
  • Acting as the representative for the ARA contractor team on-site
  • Identifying and implementing advanced modeling & simulation capabilities to aid in the transition of cutting-edge warfighting architectures for operational application and the development of necessary capabilities
  • Formulating strategic and technical plans
  • Conducting research to support procurement processes, timelines, and technology/system transfer
  • Providing support for assessments, demonstrations, and field trials
  • Assisting in the formation of senior advisory panels to conduct studies and evaluations on the systems and technologies underpinning ABII
  • Contributing to systems architecture development
Essential Qualifications:
  • Bachelor's degree from an accredited institution
  • A minimum of 10 years of relevant experience
  • Must be a US Citizen
  • Possession of a current and active DoD TOP SECRET clearance with SCI eligibility
  • Demonstrated experience in a leadership role
  • Experience in one or more of the following domains: space, land, air, and naval surface warfare, electronic warfare, tactical intelligence, special operations, and wargaming
  • Excellent written and verbal communication skills along with strong time management abilities
Preferred Qualifications:
  • Experience supporting the Office of the Secretary of Defense and/or DARPA
  • Prior experience in Hawaii and an established professional network in the region
  • Involvement in modeling and simulation activities
  • Expertise in kill chain analysis
  • Capability gap analysis experience
This position is contingent upon the award of a contract supporting the Department of Defense.
