Contract Administration Manager I

The Department of Information Resources is seeking a highly skilled Contract Administration Manager I to join our team. As a key member of our Enterprise Procurement program, you will be responsible for performing advanced contract administration work, including developing and implementing procurement-related processes, participating in and developing solicitations, managing procurement projects, and interacting with business units and legal counsel.
Key Responsibilities- Coordinate Enterprise and Shared Technology Services/IT Commodities procurements on behalf of the Chief Procurement Office.
- Make recommendations on improving existing departmental guidelines, policies, and procedures; develop schedules, priorities, and standards for achieving procurement program goals.
- Ensure compliance with State of Texas procurement laws, regulations, rules, policies, and procedures.
- Oversee the distribution of bid invitations to vendors; review submitted proposals for administrative compliance.
- Oversee or prepare the scope of work, specifications, and conditions for new contracts; prepare contracts; lead negotiations; and award new contracts.
- Serve as a resource to other Contract and Vendor Management staff on escalated issues of an unusual nature.
- Provide customer consultation, evaluate customer requirements, and advise in the development of contract specifications to achieve optimal balance between best value and cost savings.
- Graduation from an accredited four (4) year college or university with major course work in business, public administration, accounting, management, or a related field.
- Six (6) years of experience in developing and implementing procurement-related processes, participating in and developing solicitations, managing procurement projects, interacting with business units and legal counsel, and conducting vendor discussions.
- Certification as a Certified Texas Contract Developer (CTCD) must be obtained within six (6) months of employment if not already certified, unless otherwise approved by Supervisor.
- Certification as a Certified Texas Contract Manager (CTCM) must be obtained within one-year (1) of employment if not already certified, unless otherwise approved by Supervisor.
The ideal candidate will have the ability to work independently and as part of a team, and to support and contribute to a cohesive team environment. Regular and punctual attendance at the workplace is required. A criminal background check will be conducted prior to employment. The position may require occasional travel.
