Job Title: Community Development Director

Under the administrative direction of the City Manager, the Community Development Director will oversee the planning, direction, management, organization, and evaluation of the Community Development Department's activities and operations, including planning, building, and safety, and code enforcement programs, services, and activities.

Key Responsibilities:
  • Plan, organize, direct, and coordinate the activities of all divisions of the Community Development Department.
  • Oversee the implementation of the City's General Plan, Zoning Ordinance, local coastal plan, building and safety standards, and code enforcement ordinances.
  • Develop and implement departmental goals, objectives, and priorities for each assigned service area.
  • Provide training and supervision for all divisions of the department.
  • Conduct staff meetings and prepare reports on current issues for the City Manager and the City Council.
  • Provide support and advice to the City Manager and the City Council in resolving problems, formulating policy, and developing the City's organizational development programs.
  • Attend a variety of meetings, including Planning Commission and City Council meetings.
  • Develop, implement, and interpret departmental policies consistent with City Council and City Manager directives.
  • Develop, monitor, and control the department budget.
  • Establish and maintain cooperative working relationships with the public.
Requirements:
  • Graduation from an accredited four-year college or university with a degree in urban planning, public administration, architecture, engineering, or a related field.
  • Six years of progressively responsible experience in at least one area of community development, four years of which were in a responsible supervisory position.
  • Certification by the American Institute of City Planners (AICP) or a related organization is desirable.
  • Possession of a valid Class C California Driver's License with a safe driving record is required and must be maintained as valid during the course of employment.
Working Environment:

The work is performed primarily in a standard office environment with some travel to different sites. Incumbents may be required to work extended hours, including evenings and weekends, and may be required to travel outside City boundaries to attend meetings.
