Job Summary

We are seeking a highly skilled and experienced Property Assessment Director to join our team at the Town of East Hartford, CT. As a key member of our Finance Department, you will be responsible for directing the real and personal property assessment function for municipal tax purposes.

Key Responsibilities
  • Conduct field inspections of property, measuring structures and reviewing field cards and related records.
  • Plan, organize, and direct department operations, assigning work and responsibilities to staff.
  • Analyze and value residential, commercial, and industrial property, computing replacement costs and analyzing financial statements.
  • Respond to taxpayer requests for assessment reviews and recalculate property values as needed.
  • Maintain sales libraries, reviewing actual sales of property and computing sale-assessment statistics.
  • Direct the updating and maintenance of engineering maps and assessment records.
  • Formulate and implement department policies, work methods, and procedures.
  • Evaluate new methods and techniques of assessment and advise municipal administration boards and departments on assessment matters.
  • Participate in assessment appeals and defend the department's findings.
  • Oversee the compilation of assessment data and prepare various reports.
  • Prepare the annual division budget and present and defend budget requests.
Requirements
  • Bachelor's degree in business, accounting, or public administration from an accredited college or university.
  • Five to seven years of increasingly responsible experience in real and personal property assessment, including supervisory experience.
  • State of Connecticut certification as a Connecticut Municipal Assessor II and a valid Connecticut driver's license.
Working Conditions

The work environment is moderately quiet in the office and moderately loud in the field. The employee occasionally works in outside weather conditions and is occasionally exposed to wet and/or humid conditions.
