SARA is in search of an exceptionally skilled, driven, and knowledgeable Procurement Manager with a strong background in Contractor Purchasing System Review (CPSR) processes. The ideal candidate will spearhead our procurement division, steering strategic initiatives, ensuring compliance with CPSR standards, and refining purchasing methodologies to boost efficiency and cost savings.

Key Responsibilities:

  • Formulate, execute, and oversee procurement strategies aligned with CPSR guidelines.
  • Conduct comprehensive CPSR evaluations to guarantee adherence to government procurement regulations.
  • Manage supplier relationships and negotiate contracts to secure advantageous terms.
  • Examine market dynamics and pricing to inform purchasing choices.
  • Work collaboratively with internal teams to identify procurement requirements and objectives.
  • Lead and coordinate the procurement team's activities, providing direction and support as necessary; establish a clear vision with defined goals and objectives.
  • Develop purchasing policies and procedures, directing procurement programs accordingly.
  • Prepare and assign purchase orders and modifications to purchasing agents.
  • Possess a thorough understanding of the DoD Procurement Life Cycle.
  • Mentor and cultivate team members, promoting a collaborative and results-oriented environment.
  • Ensure subcontract compliance with FAR/DFAR purchasing standards, maintaining documentation of purchase orders, compliance metrics, and procurement protocols.

Qualifications:

  • Bachelor's degree in Business Administration or a related discipline (experience may substitute for education).
  • Demonstrated experience as a Procurement Manager.
  • Familiarity with FAR/DFAR compliance.
  • In-depth knowledge of CPSR regulations (or the ability to learn post-hire) and government procurement practices.
  • Exceptional negotiation and communication abilities.
  • Capacity to manage multiple tasks, prioritize effectively, and thrive in a dynamic environment.
  • Proficient in Microsoft Outlook and Windows applications (Excel, Word, PowerPoint).
  • Adept at working in cross-functional teams and independently.
  • Strong written and verbal communication skills.
  • Outstanding organizational and analytical capabilities.
  • Critical thinking skills, including the ability to devise new methods and processes and train others in those processes.
  • Eligibility to obtain and maintain a security clearance if necessary.
  • Must be a U.S. citizen.
  • May involve light physical activity, including standing, sitting, and using hands while performing duties, with the ability to carry or lift up to 25 pounds.
  • Work environment is indoor, moderately quiet, clean, well-lit, and well-ventilated, with potential moderate physical hazards.

Preferred Qualifications:

  • Certification in procurement or supply chain management is advantageous.
  • Experience in DoD subcontracting administration, including subcontract negotiations.
  • Knowledge of ITAR and Import/Export compliance.
  • Experience with Costpoint.
  • Experience with Cognos.
