Position Overview
The City of Gaithersburg is in search of a dedicated and collaborative leader to manage and direct the operations of the Department of Planning and Code Management. This department plays a crucial role in facilitating growth and ensuring organized development within the city, while also enforcing all relevant ordinances and codes that govern both residential and commercial construction.

Key Responsibilities
The Chief of Urban Planning and Code Management will provide strategic leadership and professional expertise to the department and its staff, overseeing various functions including:

  • Short- and long-term planning initiatives, including the development and revision of the City's Master Plan.
  • Zoning regulations and historic preservation efforts.
  • Enforcement of building and environmental codes, zoning ordinances, and permitting processes.
  • Management of inspections and compliance activities.

This role reports directly to the City Manager and collaborates closely with other management team members and elected officials. As part of the Senior Leadership Team, the Chief will work alongside the City Manager and other department heads to align operational activities with the City's mission, vision, and long-term objectives.

Department Management
The Chief will oversee two divisions within the department: Planning and Permits and Inspections. Responsibilities include:

  • Preparation and management of the departmental budget.
  • Guidance on complex planning and code issues.
  • Conflict resolution and navigation of politically sensitive matters.
  • Supervision of daily administrative functions, including processing applications and assisting stakeholders.

Personnel Oversight
The Chief will manage all personnel functions within the department, which includes:

  • Recruitment, hiring, and training of staff.
  • Establishing work priorities and departmental policies.
  • Evaluating employee performance and fostering professional development.

Qualifications
The ideal candidate will possess a Master's Degree in Urban Studies, Urban & Regional Planning, Engineering, Architecture, or a closely related field, along with:

  • A minimum of ten years of progressive experience in planning and code management, including five years in a supervisory role.
  • Demonstrated experience in community engagement and collaboration with local organizations.

Preferred Attributes
Experience in local government and direct interaction with elected officials is highly desirable. Certification from the American Institute of Certified Planners (AICP) is also preferred.
