Position Overview
As a key member of the Department of Commerce, the Program Manager will act as the Chief of Staff for the Chief Facility Management Officer (CFMO). This role is pivotal in ensuring the effective management of various facility-related initiatives.

Key Responsibilities
In this capacity, the Program Manager will:
  • Oversee special projects and programs, providing policy recommendations and coordinating strategic activities in collaboration with the Office of Facilities and Property Management (OFPM) and its stakeholders.
  • Develop comprehensive strategies to execute and assess performance on high-profile initiatives, including but not limited to laboratory gas programs, shipping and receiving, construction and repairs, and transportation services under the CFMO.
  • Implement the established strategies to enhance facility services, including repair and construction at NIST facilities.
  • Lead and manage communication efforts for the CFMO within OFPM and to external stakeholders.
Qualifications
To be considered for this position, candidates must meet the following requirements:
  • U.S. citizenship is required.
  • Males born after must be registered for Selective Service.
  • Must be suitable for Federal employment.
  • Merit applicants must meet time-in-grade/band requirements, as applicable.
  • Completion of Confidential Financial Disclosure, Form OGE-450 is mandatory.
Experience
This position necessitates a minimum of one year of specialized experience equivalent to at least the GS-14 (ZA-IV) level. Specialized experience is defined as:
  • Providing or overseeing facility services, including at least three of the following: facility service contracts, transportation, repairs and construction, shipping/receiving.
  • Managing facility services for an organization with multiple locations or in a campus environment.
