Overview

Position Summary: This role is situated within Military Treatment Facilities under the Defense Health Agency (DHA).

This opportunity utilizes Direct Hire Authority (DHA) to recruit and appoint qualified individuals to positions in the competitive service.

  • Conducts or assists in various specialized medical and minor surgical procedures.
  • Prepares the procedure area and necessary medical equipment for upcoming procedures.
  • Welcomes patients and reviews their medical histories.
  • Employs the nursing process and engages in nursing assessments.
  • Prepares and positions patients appropriately for procedures.
Employment Conditions

Conditions of Employment:
  • Appointment may be contingent upon a suitability or fitness determination, as determined by a comprehensive background investigation.
  • This position requires a background investigation to ascertain suitability for Federal employment.
  • Specific initial background investigation and periodic re-verification are required due to interaction with minors under eighteen (18) years of age on a recurring basis.
  • Selectees must sign a statement consenting to seasonal influenza vaccinations or provide a recognized exemption.
  • This position is designated for testing and is subject to pre-employment screening and random drug testing. Selectees must consent to participate in random drug urinalysis testing.
  • A pre-employment Physical Examination and annual evaluations thereafter are necessary to ensure the required level of physical health and fitness for the role.
  • Immunization screening is mandatory. Hepatitis B immunization is required for all positions involving direct patient contact. Proof of other immunizations may be required based on the specific role.
  • Must obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross. Advanced certifications (e.g., ALS) do not replace BLS.
  • This position necessitates fulfilling credentialing requirements and obtaining and maintaining relevant clinical privileges.
  • Lifting up to 25 pounds may be necessary.
  • Emergency overtime may be required.
Qualifications

Who May Apply: U.S. Citizens

To qualify, candidates must meet the educational and/or experience criteria outlined below. Experience encompasses both paid and unpaid work, including volunteer roles through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). All qualifying experience will be credited, including volunteer work. Resumes must clearly outline relevant experience; if qualifying based on education, transcripts will be required as part of the application.

Basic Requirement for Licensed Practical Nurse:

Licensure: A current license to practice as a practical or vocational nurse in a State, territory of the United States, or the District of Columbia; OR must have applied for a license. Applications from candidates with a license must include a certified or photocopied version of the license, a notarized statement attesting to the fact, or a citation of the license number and issuing State. Non-licensed candidates who have completed their training may be appointed subject to obtaining the required license during the probationary period. Those without a license must provide the date of application for a license and the jurisdiction involved.

In addition to the basic requirement, to qualify for this position, candidates must also meet the following qualifications:

GS-04: Experience: To qualify based on experience, resumes must describe at least six months of experience preparing candidates for this role. Nursing experience is defined as measuring patients' vital signs and screening or updating patient medical records. This definition of nursing experience is typical of work performed at the next lower grade/level position in the federal service (GS-03).

OR

Education/Training: Some federal positions allow the substitution of education for the required experience. For this grade level, candidates may qualify if their education meets the following definition:

Successful completion of a practical nursing program of at least 9 months' duration combined with one year of nursing assistant experience; OR successful completion of a two-year degree program in practical nursing from an accredited community college, junior college, or university. Note: a copy of transcripts must be provided.

GS-5:

Experience: One year of nursing experience in a hospital, outpatient clinic, nursing home, or other supervised medical, nursing, or patient care facility that provided practical knowledge of human body structure and sterile techniques and procedures, performing duties such as measuring patients' vital signs, administering immunizations or medications via various routes, and screening or updating patient medical records. This definition of experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

Education:

FOREIGN EDUCATION: If using education completed in foreign colleges or universities to meet qualification requirements, candidates must show that the education credentials have been evaluated by a private organization specializing in the interpretation of foreign education programs and deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
