Job Overview

The Senior Commodity Legal Analyst plays a crucial role in evaluating the legal and regulatory dimensions associated with commodities trading. This position involves reviewing contracts, ensuring adherence to relevant laws and regulations, and offering legal counsel and insights to the organization. This role is fully on-site.

Compensation & Benefits:

Estimated Starting Salary Range for Senior Commodity Legal Analyst: $139,000 to $139,497.53 annually.

Compensation is commensurate with experience.

Key Responsibilities Include:
  • Securing USG supervisory clearance and/or approval related to position work requirements and/or outputs. Compliance with all State Department and Procurement Information Bulletins (PIB) regarding third-party contractor services is mandatory.
  • Executing tasks where guidelines are limited or scarce, applying administrative policies and precedents that are generally stated.
  • Exercising initiative and creativity in departing from conventional methods or researching trends to formulate new methodologies, criteria, or proposed policies.
  • Handling diverse duties that necessitate various unrelated processes and methods applied to a wide array of activities or in-depth analysis.
  • Making decisions regarding the approach, methodology, or evaluation processes to be employed due to ongoing program changes, technological advancements, unknown factors, or conflicting requirements.
  • Developing new techniques, establishing criteria, or generating new information.
  • Setting criteria; formulating projects; assessing program effectiveness; or investigating and analyzing a variety of unique conditions, challenges, or inquiries.
  • Delivering products or services that impact a broad spectrum of agency activities, significant operations, or the functioning of other agencies.
  • Collaborating with individuals or groups to achieve desired outcomes, such as ensuring compliance with established policies and regulations through persuasion or negotiation.
  • Presenting State Department positions related to regulatory frameworks and jurisdictional matters to both domestic and international industry experts, subject matter experts, and governmental entities in front of audiences of at least 150.
  • Contributing to the drafting, reviewing, and editing of Notices of Inquiry, Proposed, and Final Rules in conjunction with the Regulatory and Multilateral Affairs division.
  • Evaluating the capabilities of both novel and existing technologies for potential inclusion in the United States Munitions List.
  • Identifying improvement areas in the ITAR, the Commodity Jurisdiction Determination Form (DS-4076), and USXPORTS; preparing solutions for management review and incorporating solutions into the department's website via the FAQ section.
  • Maintaining processes and conducting analyses for Regulatory Review Letters.
  • Reviewing and drafting correspondence that addresses inquiries regarding the jurisdiction of commodities.
  • Providing analysis on Emerging Technologies and developing written products for management, DDTC CFIUS, and L/PM review, as necessary.
  • Performing other job-related duties as assigned.
Experience, Education, Skills, and Abilities Required:
  • Bachelor's Degree (or higher) in an engineering or scientific discipline.
  • Active Secret clearance.
  • Exceptional written and verbal communication skills, along with strong presentation abilities.
  • Outstanding organizational skills, including the capacity to manage multiple projects within established timelines.
  • Ability to synthesize information and formulate recommendations for management based on thorough analysis.
  • Capability to work independently with sound judgment.
  • Proficiency in interacting with a diverse range of individuals in a professional and courteous manner.
  • Working knowledge of Microsoft Office Suite and proficiency in operating all office equipment, including telephones, copy machines, fax machines, scanners, printers, and computers.
  • Willingness to travel CONUS and OCONUS as required.
  • Must successfully pass pre-employment qualifications of Cherokee Federal.
