About the Job

The Federal Highway Administration is seeking a skilled Construction Control Inspector to join their team in their Regional Project Offices. As a Construction Control Inspector, you will play a crucial role in ensuring that construction projects are completed on time, within budget, and to the highest quality standards.

Key Responsibilities:
  • Assist in the administration of construction contracts, providing staff leadership and contractor direction, monitoring construction activity, and controlling the project to ensure compliance with plans and specifications.
  • Identify potential problems and take timely corrective action to ensure the project is completed on time and within budget.
  • Enforce established construction specification requirements, determine the necessity for issuance of contract administration correspondence and contract modifications to the contractor.
  • Recommend changes in design, specifications, and schedules to the Construction Operations Engineer as needed.
  • Maintain and monitor fiscal control relative to the execution of the construction contract.
  • Draft contract modifications for review by the COE.
  • Coordinate with client or cooperating agency representatives, other federal officials, state and county units, and local groups to resolve issues and problems that may arise.
  • Determine the acceptability of completed work by the contractor, ensure safety measures are appropriate for the work performed, and ensure safe and adequate public travel through construction zones.
About the Ideal Candidate

The ideal candidate will have experience as a construction manager or inspector, with a strong background in independently and effectively serving as a contracting officer's representative on a variety of construction projects. The ideal candidate will have excellent technical skills, including knowledge of materials, methods, and tools to construct objects, structures, and buildings.

Requirements
  • Be a U.S. citizen and eligible for consideration.
  • Have a valid state driver's license, with a safe driving record, and be fully qualified to operate a government-owned vehicle.
  • Be willing to travel for extended periods of time, often to remote locations.
  • Have a strong background in construction management, with experience in administering construction contracts and ensuring compliance with plans and specifications.
  • Have excellent technical skills, including knowledge of materials, methods, and tools to construct objects, structures, and buildings.
  • Have excellent communication and interpersonal skills, with the ability to work effectively with contractors, clients, and other stakeholders.
Qualifications

To determine which grade you are eligible for, review the following grade-specific details:

  • GS-07: One year of experience, equal or equivalent to the GS-06 grade level, which included experience assisting in the observance of roadway-related construction work site activity, ensuring that work standards are maintained.
  • GS-09: One year of experience, equal or equivalent to the GS-07 grade level, which included experience observing the work site activity to ensure that work standards are maintained on roadway-related construction projects, and experience determining support tasks for field inspections and investigations in order to obtain information for future roadway construction projects.
  • GS-11: One year of experience, equal or equivalent to the GS-09 grade level, which included experience in the administration of highway construction projects that include major operations such as grading, drainage, bridge construction, retaining wall construction, traffic flow and maintenance, and recycled or conventional paving.

  • Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job.
  • Quality Assurance - Knowledge of the principles, methods, and tools of quality assurance and quality control used to ensure a product fulfills functional requirements and standards.
Education

Note: Graduate education meets the specialized experience required for grades 07 & 09 only in those instances where it is directly related to the work of the position.
