Responsibilities

The Navy International Programs Office (IPO) plays a crucial role in managing foreign disclosure and technology transfer initiatives, agreements, and related concerns.

We provide comprehensive support to the Senior National Representative (SNR), assisting the Department of Navy's (DON) Director in various functions associated with the Naval Capabilities Development Process (NCDP), NATO Naval Armaments Group (NNAG), and Five Power SNR Maritime (SNRM).

Our team promotes international cooperative Research and Development (R&D) programs and enhances interoperability through our support for NCDP, SNR, NNAG, and SNRM.

We are seeking a Program Analyst to contribute to our Navy International Programs.


Key Duties Include:
  • Conducting thorough analysis and evaluation of Foreign Military Sales (FMS) programs to provide informed recommendations and ensure effective program execution.
  • Facilitating the smooth operation of programs, including FMS sales, engineering, technical and logistics support, high-value inventory management, equipment integration, procurement, and reporting.
  • Supporting strategic initiatives and objectives.
Qualifications

Education / Certifications:
Bachelor's degree in a relevant field or equivalent experience in program analysis, evaluation, project planning, and control.

Experience:
Preferred experience includes support for service, joint, or OSD staffs, as well as program offices and Program Executive Offices (PEOs). Experience in INDOPACOM or CENTCOM is a plus.

Completion of formal courses such as DISCS SCM-FA-OL (SCM 101), DISCS SCM-OC-OL (SCM-201), and DISCS IPSR-OL is desired.

Other Requirements:
This position necessitates U.S. citizenship and an active DoD Secret clearance.

Analytical Thinking & Problem Solving:
Possesses strong analytical and interpersonal skills, with effective problem-solving, negotiation, and organizational techniques.

Business Partner/Effective Communicator:
Proficient in English for clear communication and negotiation with stakeholders. Strong written and verbal communication skills are essential, along with the ability to collaborate across organizations.

Detail-oriented, proactive, and capable of managing multiple tasks effectively while providing direct support to country program directors and addressing executive-level issues.

Software Proficiency:
Familiarity with Microsoft Office Suite, including Excel, Outlook, and SharePoint, as well as general office equipment.
