Job Title: Acquisition Project Manager

Join OCT Consulting, LLC as an Acquisition Project Manager and contribute to the success of our federal clients. As a key member of our team, you will be responsible for managing acquisition projects from initiation to closure, ensuring timely and within-budget delivery of projects.

Responsibilities:
  • Assist the Government project manager in performing market research and developing new program concepts for system deployment or maintenance.
  • Support the Government with Congressional, OIG, and higher headquarters taskings related to contracting strategy and execution of combined system fielding or maintenance contracts.
  • Prepare SES and high headquarters level briefs, white papers, and memos to support system program contract structure recommendations.
  • Develop and manage project plans, task trackers, and schedules that comply with the program's Statement of Work (SOW) and Work Breakdown Structures (WBS).
  • Work with combined system program or project managers and stakeholders to establish and monitor the program's contract development and execution towards milestones, key events, and significant accomplishment criteria.
  • Assist the Government project manager in developing RFPs and assessing associated proposals, including developing, reviewing, and providing technical inputs on contractual documentation.
  • Establish project contract structure priorities and associated evaluation criteria with combined system Government program or project managers.
  • Serve as the Government project manager's technical advisor on the adequacy of the system developer's execution of contractual requirements related to integrating, testing, fielding, and maintaining combined system logistics and in-service engineering support services in the operational environment.
  • Report information on the status of task order projects, along with any associated modifications, and evaluate the contracted system developers' execution against the established Performance Measurement Baseline metrics.
  • Assist the Government project manager in tracking project cost, schedule, and Technical performance.
  • Coordinate and establish the agenda and entrance/exit criteria for contract structure, source selection, and contract execution activities and project meetings.
  • Support the Assistant Commissioner's Special Assistant by providing support and maintaining focus of the strategic objectives and initiatives of OA's Competition Advocate.
  • Plan, govern, and oversee the program's output/product.
Requirements:
  • Must be a US Citizen.
  • Ability to obtain and retain a Public Trust clearance.
  • Strong background and ongoing operational responsibilities in acquisition management.
  • Practical experience and project management knowledge necessary to manage.
  • Ability to measure and explain the added value brought about by the integration and utilization of the newly delivered capability.
  • Bachelor's Degree.
  • At least 10 years of demonstrated experience providing expertise similar to the responsibilities listed above.
  • Federal Acquisition Certification in Project/Program Management (FAC-P/PM), Project Management Professional (PMP), or equivalent preferred.
  • Ability to interface with senior levels of management.
  • Ability to recommend improvements to current and future team operations and processes.
  • Ability to research, gather, and synthesize data.
  • Ability to present conclusions and recommendations to management.
  • Ability to prepare summaries, analyses, reports, charts, graphs, instructions, memoranda, and manuals/reference materials for benchmarking purposes or for inclusion in required and ad hoc reports.
  • Ability to plan/organize work.
  • Excellent oral and written communication skills.
  • Ability to assist in maintaining the Microsoft SharePoint site.
  • Must be able to perform in a hybrid office environment at the discretion of the client.

Salary Range: $80,000-100,000 commensurate with experience, education, etc.
