Key Responsibilities

Support the Office of Acquisition (OA) in implementing and executing systems engineering and technical management throughout the acquisition and system life cycle for major and selected acquisition efforts. Utilize systems engineering best practices to assist program managers in identifying and mitigating risks, shaping technical planning and management, providing insights to stakeholders, and addressing systematic issues as necessary.
  • Lead a team to oversee Systems Engineering Division (SED) Contractor support activities, collaborating with the OA and its internal/external customers to facilitate SED activity coordination across the CBP enterprise.
  • Assist the OA in crafting Requests for Proposals (RFPs) and developing associated RFP artifacts.
  • Provide Modeling, Simulation, Data Analysis, and Data Visualization support to both internal and external CBP clients.
  • Support the OA in the formulation of sensor and surveillance system requirements, as well as analysis and evaluation tools.
Qualifications

Senior Level: A minimum of a MS/MA degree and 10 or more years of relevant experience OR a minimum of a BS/BA degree with 18 or more years of relevant experience.
Mid-Level: A minimum of a BS/BA degree and 3-10 years of relevant experience.
  • Proven leadership and team-building capabilities.
  • 10 years (senior) / 2 years (mid) of demonstrated experience in managing (senior) / contributing to (mid) large-scale Department of Defense projects.
  • 5 years (senior) / 1 year (mid) of demonstrated experience with risk management processes.
  • Familiarity with Model Based Systems Engineering (MBSE) methodologies, approaches, and tools.
  • Experience with systems modeling languages such as SysML, UML, UPDM, UAF, and others.
  • Demonstrated understanding of and experience across all phases of the Department of Homeland Security (DHS) Systems Engineering Life Cycle (SELC).
  • Exceptional consulting, written, and verbal communication skills to effectively manage and support clients.
  • Self-motivated, detail-oriented, and capable of coordinating with a dynamic team and multiple stakeholders.
  • Able to communicate effectively and confidently with end users, technologists, team members, and executive management.
  • Process-driven analytical skills and a background in various requirements elicitation methods.
  • Ability to pass a government background investigation, including financial, criminal, residential, educational, foreign affiliation, prohibited substance abuse, and employment verifications; active U.S. Customs and Border Protection background investigation preferred. Note that only U.S. citizens are eligible for a suitability determination.
Desired Qualifications
  • Knowledge of sensor performance and integration, communications, and information system security disciplines.
  • Experience with enterprise architecture.
  • Experience with complex system specification, structural modeling, behavior modeling, functional allocation to system structure, requirements derivation and analysis, verification and validation, and all other phases of the systems engineering life cycle.
  • Certified Project Management Professional (PMP). A bachelor's or master's degree in engineering, physics, or mathematics is preferred.
