Position Overview:

We are looking for a knowledgeable Acquisition Support Specialist to deliver extensive assistance to a government agency. The ideal candidate will possess a thorough understanding of federal acquisition regulations, especially FAR Part 7, along with significant experience in formulating and overseeing acquisition strategies and documentation. This role requires close collaboration with senior management to ensure procurement activities are executed effectively and in accordance with relevant regulations.

Key Responsibilities:

  • Documentation Development: Generate, review, and enhance various presentations, white papers, and briefings pertinent to acquisition issues, programs, and activities for senior leadership.
  • Acquisition Strategy: Ensure that acquisition strategies and plans for IT procurements (including hardware, software, and services) comply with Federal Acquisition Regulation (FAR) guidelines, particularly Part 7, while fulfilling departmental objectives for utilizing shared services and incremental development.
  • Expert Guidance: Provide specialized advice in accordance with DoDI to support the SAP CIO office, including conducting independent research and analysis to formulate recommendations for acquisition-related documents.
  • Programmatic Input: Offer programmatic review, insights, and recommendations for acquisition procurement packages, which may encompass:
    • Market Research documents
    • Performance Work Statements (PWS)
    • Statement of Need (SON)
    • Statement of Objectives (SOO)
    • Statement of Work (SOW)
    • Work Breakdown Structure (WBS)
    • Severability plans
    • Independent Government Cost Estimates (IGCEs)
    • Determination and Findings (D&Fs)
    • Source Selection Plans
    • Justification and Approvals (J&As)
    • Requests for Information (RFIs)
    • Acquisition Strategies and Plans
    • Quality Assurance Surveillance Plans (QASPs)
    • Sources Sought Notices (SSNs)

    • Service Requirement Approval Documents (SRADs)

  • Documentation Support: Draft and prepare support agreement MOA/MOU documentation and Service Level Agreements, ensuring coordination with relevant agencies and Executive Agents for IT SAP Systems or Services.
  • Collaboration: Work closely with government personnel to guarantee that all documentation and processes align with the agency's objectives while preserving inherently governmental functions for government staff.

Qualifications:

  • Education: Bachelor's degree in Business Administration, Public Administration, Acquisition Management, or a related discipline. An advanced degree is preferred.
  • 5-10 years of experience in federal acquisition and procurement processes.
  • Proven experience with FAR and DoDI regulations.
  • Experience in preparing and managing acquisition packages and related documentation.

Skills:

  • Strong analytical and research capabilities.
  • Proficient in Microsoft Office Suite, particularly PowerPoint.
  • Excellent written and verbal communication skills.
  • Ability to work independently and collaboratively in a fast-paced environment.

Certifications: DAWIA Level II or III in Contracting or Program Management, FAC-C, or equivalent preferred.

Work Environment:

This position necessitates on-site presence at designated locations three days a week, with potential opportunities for occasional remote work, subject to customer approval and project requirements. The role requires the ability to thrive in a fast-paced, deadline-driven environment and may involve handling sensitive and classified information.
