Chief Financial Officer

POSITION OVERVIEW:

The Chief Financial Officer is responsible for overseeing the financial operations of Greenville Water, which includes financial analysis, forecasting, treasury management, investment strategies, funding for capital projects, rate management, and the negotiation of contracts and bond sales. This role also involves the development of the annual budget and the identification of new funding sources for various projects, along with the administration of grant proposals and ensuring compliance with relevant regulations.

KEY RESPONSIBILITIES:

The following tasks are typical for this position. The absence of specific duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this role. Additional responsibilities may be assigned as necessary.
  • Plans, develops, organizes, implements, directs, evaluates, and reports on the financial functions and performance of Greenville Water.
  • Ensures compliance with budgetary and accounting principles across all departments. Responsibilities encompass accounting, debt management, financial forecasting, budget oversight, rate studies, cost analysis, rate setting, financial reporting, and trend analysis to support the Chief Executive Officer (CEO), the Commission, and other executives in fulfilling their roles.
  • Acts as a strategic partner in the formulation of Greenville Water's plans and initiatives.
  • Serves as the primary liaison for Greenville Water with financial advisors.
  • Provides leadership and guidance in the development of both short- and long-term financial strategies; collects, interprets, and prepares data for studies, reports, and recommendations; coordinates departmental activities with other departments, community organizations, advisory boards, and stakeholders.
  • Develops realistic and financially sound annual and special budgets to enable Greenville Water to meet its objectives.
  • Oversees the insurance and risk management program, identifying and assessing risks that could affect the reputation, safety, security, or financial stability of Greenville Water's assets, customers, and employees. Collaborates with brokers to establish suitable insurance policies, coverage levels, and deductibles.
  • Manages grant proposals aimed at securing funding for Greenville Water projects, focusing on areas such as water treatment and transmission, wildlife conservation, water quantity and quality, and public outreach.
  • Coordinates with program managers and department heads to generate accurate and timely reports as required by grant specifications.
  • Ensures that all aspects of multi-year grants are properly recorded and monitored in the financial information system.
  • Establishes, maintains, and ensures adherence to effective grants management procedures, including due diligence, grant reporting, award letters, grant agreements, and staff education on funding availability.
  • Oversees nonstandard grant transactions and any anomalies related to grants.
  • Performs any additional tasks as assigned.
QUALIFICATIONS:

A Bachelor's Degree in Finance, Accounting, Business Administration, or a related field, along with seven (7) years of progressively responsible management experience in finance, preferably within a water utility, governmental agency, or similar industry, is required. Alternatively, an equivalent combination of education, training, and experience that provides the necessary knowledge, skills, and abilities for this role may be considered. Certification as a Certified Public Accountant (CPA) is mandatory. Extensive experience in Financial Management is essential. An MBA, MPA, or MPAcc degree is preferred.
