About the Role

The City of Harrisonburg is seeking a highly skilled Learning & Development Specialist to join our Human Resources Department. As a key member of our team, you will be responsible for designing, developing, and implementing comprehensive training programs to enhance the skills and knowledge of our employees.

Key Responsibilities
  • Develop and implement training programs to meet the needs of diverse employee groups, including new employee orientation, supervisor leadership and management training, equity and inclusion training, and human resources compliance-based training.
  • Collaborate with HR team members and external vendors to design and deliver training programs that align with the City's strategic plan and meet the needs of our employees.
  • Maintain the City's Learning Management System (LMS) by tracking employee training, uploading materials, and monitoring completion and performance ratings.
  • Develop and maintain comprehensive career development plans and programs, including incentives for licensure, certification, degree, and educational credentials.
  • Establish relationships with educational institutions to develop programs for employee recruitment and retention.
Requirements
  • Undergraduate degree in human resources, public administration, business administration, adult education, or a related field, with 3-5 years of experience in training program development and implementation, training curriculum development, and delivery of training programs.
  • Valid driver's license.
  • Society for Human Resource Management (SHRM) Certification and/or International Public Management Association for Human Resources (IPMA-HR) Certification preferred but not required.
