Position Overview

DEFINITION
Under general supervision, the incumbent will engage in professional financial management tasks including auditing, analyzing, and verifying fiscal records, as well as preparing various financial and statistical reports. Responsibilities will encompass financial record keeping in areas such as accounts receivable, payroll, revenue monitoring, treasury, and budget functions.

DISTINGUISHING CHARACTERISTICS
This role represents a non-exempt journey level classification where incumbents are expected to perform routine to complex professional financial tasks. The primary goal is to deliver accurate and timely financial reports to management, thereby supporting informed decision-making and ensuring public accountability. The position necessitates a solid understanding of accounting principles and practices, particularly within a public sector context, along with familiarity with municipal financial management practices.

SUPERVISION RECEIVED AND EXERCISED
This is a non-supervisory role that receives direction from the Finance Director and Senior Accountant.

Key Responsibilities

ESSENTIAL FUNCTIONS - Responsibilities may include, but are not limited to, the following:
  1. Conducts professional accounting and budgetary duties, including establishing, analyzing, reviewing, reconciling, monitoring, and maintaining financial records and reports to ensure accuracy and integrity.
  2. Monitors payroll data for precision; assists in the processing of bi-weekly payroll; calculates and prepares payroll-related reports.
  3. Performs general ledger accounting, reporting, and reconciliations; prepares monthly reconciliations of accounts; generates journal entries and reports based on reconciliations.
  4. Audits, balances, resolves, or reconciles discrepancies between payments, receipts, accounts, and source documents; posts transactions in accounts and ledgers.
  5. Prepares adjusting and closing journal entries and year-end audit schedules.
  6. Assists in coordinating the preparation of budget documentation and special revenue fund audits.
  7. Produces financial, statistical, and narrative reports related to assigned segments of the accounting system.
  8. Provides information to other departments and the public, requiring judgment and interpretation; abstracts technical data and explains policies and procedures.
  9. Communicates with staff, governmental agencies, and external organizations to exchange information and resolve issues.
  10. Maintains current knowledge of applicable laws, codes, rules, regulations, and accounting principles.
  11. Performs related duties as required.
KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:
  • Principles and practices of general and governmental accounting, including financial statement preparation, public finance administration, budgeting, auditing, and reporting methods.
  • Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards applicable to public agencies.
  • Applicable Federal, State, and local laws relevant to municipal financial operations.
  • Internal control and basic audit principles.
  • Public agency payroll principles and procedures.
  • Cost accounting methods.
Skill to:
  • Effectively utilize computer systems and software applications relevant to financial tasks.
  • Perform accurate arithmetic, financial, payroll, and statistical computations.
  • Interpret graphs, charts, and diagrams.
  • Produce articulate and accurate reports and account analyses.
  • Present proposals and recommendations clearly and logically.

  • Prepare, analyze, verify, and interpret financial documents and reports.
  • Ensure proper authorization for disbursements.

Minimum Qualifications

QUALIFICATIONS GUIDELINES

Experience, Education, and Training Guidelines

Experience:
Two (2) years of professional accounting experience.

Education:
Bachelor's degree from an accredited institution in Accounting, Finance, Public Administration, Business Administration, or a closely related field.

Licenses and Certifications:
A valid driver's license and the ability to maintain insurability under the organization's vehicle insurance program.
