As a Construction Equipment Mechanic Specialist, you will be responsible for the repair and maintenance of a diverse range of heavy vehicles and construction machinery. This includes, but is not limited to, refuse trucks, ladder trucks, dump trucks, truck tractors, cranes, bulldozers, rollers, graders, loaders, backhoes, scrapers, hydraulic cranes, and extractors. This role involves a substantial full-time commitment and may include other related responsibilities as needed.


MINIMUM QUALIFICATION REQUIREMENTS

Training & Experience:
Candidates should possess a combination of education and experience equivalent to a high school diploma, along with three (3) years of automotive repair experience under a journey-level mechanic, or successful completion of apprenticeship training in heavy vehicle and/or construction equipment repair; and
one (1) year of work experience specifically in construction equipment repair.

License Requirement:
At the time of appointment, candidates must hold a valid Class B Commercial Driver's License.

Certification Requirement:
Applicants must possess a valid State of Hawai'i Medical Examiner's Certificate at the time of application. Additionally, a Class A Commercial Driver's License must be obtained prior to the completion of the probation period.

Knowledge of:

Theoretical and practical aspects of internal combustion engines; principles governing complex hydraulic systems; tools, machinery, materials, and practices utilized in the repair and maintenance of heavy vehicles and construction equipment, including their specialized mechanical and electrical components; operational knowledge of various types of heavy vehicles and construction equipment to conduct effective road tests; safety and hazard practices relevant to the trade.


Ability to:

Diagnose and rectify mechanical issues in gasoline and diesel-driven equipment; perform repairs and overhauls on a variety of heavy vehicles and construction machinery; interpret and utilize various manufacturers' manuals during work; effectively use appropriate tools and testing equipment; read and understand schematic wiring and hydraulic flow diagrams; comprehend and follow both written and verbal instructions; operate motorized equipment; and maintain positive working relationships with colleagues.


Tests:
Candidates may be required to pass an appropriate examination.

Required Forms and Documentation:
Submission of a copy of your high school diploma or equivalent is required.
Copy of valid State of Hawaii Department of Transportation Medical Examination Certificate.
Evidence of education (degree or transcript). A legible photocopy of an official transcript will be accepted, with the right reserved to request an official copy if education is used to meet minimum qualification requirements.

Copies of education degrees or transcripts must be submitted to receive credit. Copies will not be returned.

Internships required for graduation may not be credited as experience.

Overall experience, whether paid or unpaid, must demonstrate the ability to perform the duties of the position.


Note:

Experience calculation is based on full-time, 40-hour work weeks, counted up to the last full month prior to the recruitment close date. Part-time experience will be pro-rated.



Example:
Twelve months of experience at 20 hours per week is equivalent to six months of experience. Hours worked beyond 40 hours per week will not be credited.

Example:

Twelve months of experience at 60 hours per week is equivalent to one year, not one and one-half years.


Eligible lists may be utilized for temporary and permanent vacancies during the life of the eligible list. Temporary appointments may lead to permanent employment.



Minimum Qualification Substitutions Allowed:

The following may be substituted for education:
Four (4) years of full-time general work experience may be substituted for a high school diploma.

Successful completion of semester credits towards a degree or diploma from an accredited institution may substitute up to four (4) years of the education requirement (15 semester credits = 6 months).

An Associate's, Bachelor's, Master's, or PhD degree from an accredited institution may substitute for the education requirement.


The following may be substituted for experience:

Successful completion of semester credits towards a degree or diploma in Automotive Mechanics Technology or a related field may substitute up to four (4) years of automotive repair experience under a journey-level mechanic, or successful completion of apprenticeship training in heavy vehicle and/or construction equipment repair (15 semester credits = 6 months).

An Associate's degree in Automotive Mechanics Technology or a related field may substitute for two (2) years of automotive repair experience under a journey-level mechanic, or successful completion of apprenticeship training in heavy vehicle and/or construction equipment repair.

Successful completion of semester credits towards a degree or diploma in Heavy Equipment Maintenance and Repair or a related field may substitute up to four (4) years of work experience in construction equipment repair (15 semester credits = 6 months).

An Associate's degree in Heavy Equipment Maintenance and Repair or a related field may substitute for two (2) years of work experience in construction equipment repair.


If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement.

If work experience is used to substitute for education, it may not be used again to meet the experience requirement.

If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted to credit multiple degrees towards the minimum qualification requirements.

Additional degrees may be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be utilized to the applicant's advantage.

Pay Raises:
Pay raises are negotiated by the respective union for this position, which is part of bargaining unit 1, United Public Workers (UPW).

Paid Vacation Time:
Employees begin accruing paid vacation time immediately upon hire, earning 14 hours after a full month of service, totaling 21 days per year.

Paid Sick Leave Time:
Employees start accruing paid sick leave time immediately upon hire, earning 14 hours after a full month of service, totaling 21 days per year.

Paid Holidays:
The County recognizes 13 holidays per year, along with General Election Day every other year.

Retirement:
This position is eligible for participation in the State-sponsored defined benefits retirement plan.

The State of Hawaii Employees' Retirement System (ERS) is the current retirement plan, requiring employees to contribute a portion of their earnings.

Currently, most employees contribute 8% of their pay to the retirement system, with exceptions for certain roles.

Health Insurance:

The County covers a portion of the premiums for employee enrollment in a State-sponsored Medical, Drug, Vision, and Adult Dental Plan.

This is managed through the Hawaii Employer-Union Health Benefits Trust Fund (EUTF).

Flexible Spending Accounts:

Employees can enhance their take-home pay by having the County deduct the cost of health care premiums, medical, and dependent care expenses before payroll taxes are withheld.


Group Life Insurance:

The County provides a complimentary life insurance policy for active employees, which is currently valued at $38,505.
