Overview

This role qualifies for the Education Debt Reduction Program (EDRP), which is a reimbursement initiative for student loan payments. Candidates must fulfill individual eligibility criteria in line with VHA policy and submit their EDRP application within four months of appointment. Approval for the program, the award amount (up to $200,000), and the eligibility duration (ranging from one to five years) will be determined by the VHA Education Loan Repayment Services program office following a thorough review of the EDRP application.

Key Responsibilities

The Primary Purpose of the Position is: To perform tasks or specific phases of broader assignments aimed at providing the employee with practical experience in the clinical application of scientific principles and theories in diagnostic testing and quality assurance, enabling the technologists to acquire a diverse range of advanced skills and techniques. Promotion to full performance level is possible upon completion of all training and meeting all regulatory and procedural requirements.

Full Performance Level: The full performance level for a Clinical Laboratory Specialist is GS-9.

GS-07 Responsibilities include but are not limited to:

A Clinical Laboratory Specialist at the GS-7 level operates in an entry-level capacity under close supervision of a specialist at or above the full performance level.
  • Conducts a wide array of laboratory procedures, including pre-analytic, analytic, and post-analytic processes. Additionally, performs phlebotomy and complex laboratory procedures; identifies deviations from expected results, analyzes, and resolves issues using scientific principles.
  • Assesses and addresses problems related to the collection and processing of biological specimens for analysis, considering physiological processes and requirements.
  • Implements and documents quality control and assurance activities, along with corrective actions related to test performance, utilizing statistical principles and performance improvement theories.
  • Responds to inquiries regarding test results, methodologies, specificity, sensitivity, and factors influencing test outcomes. Interprets results and recommends follow-up tests or procedures.
  • Evaluates and integrates new techniques and procedures in the laboratory concerning equipment, method comparison, and reference interval establishment using statistical methods and theoretical knowledge.
  • Applies educational methodologies in training new employees and students, as well as in the laboratory's continuing education program.
GS-09 Responsibilities include but are not limited to:

A Clinical Laboratory Specialist at the GS-9 level develops, performs, evaluates, interprets, correlates, and validates the accuracy of laboratory procedures and results.
  • Conducts a broad range of laboratory procedures, including pre-analytic, analytic, and post-analytic processes. Additionally, performs phlebotomy and complex laboratory procedures; identifies deviations from expected results, analyzes, and resolves issues using scientific principles.
  • Maintains and documents optimal laboratory equipment functionality. Uses, calibrates, identifies malfunctions, repairs, and performs preventive maintenance on laboratory equipment. Diagnoses deviations in test performance due to instrument malfunction.
  • Implements and documents quality control and assurance activities, along with corrective actions related to test performance, utilizing statistical principles and performance improvement theories.
  • Adheres to bio-safety and bio-security regulations in the workplace.
  • Identifies discrepancies, resolves issues, and presents solutions.
  • Evaluates and integrates new techniques and procedures in the laboratory concerning equipment, method comparison, and reference interval establishment using statistical methods and theoretical knowledge.
  • Applies educational methodologies in training new employees and students, as well as in the laboratory's continuing education program.
  • Organizes work and prioritizes tasks to meet deadlines.
  • Conducts validation studies on new equipment and testing procedures.
Work Schedule: Monday - Friday, with rotating weekends and holidays.
