Position Overview:
The Agency Services Compliance Analyst will operate under the supervision of the Minority and Women's Business Enterprise (MWBE) Director of Compliance. This role is pivotal in ensuring adherence to New York State Executive Law, Article 15-A, and associated regulations regarding the engagement of MWBEs in state contracts.

Minimum Qualifications:
A bachelor's degree coupled with three years of relevant experience in MWBE/Affirmative Action, community economic development programs, or audit/compliance roles is required. Alternatively, a Juris Doctorate or master's degree can substitute for one year of experience, while a Ph.D. can replace two years. An associate degree necessitates two additional years of experience.

Preferred Qualifications:

  • Experience in procurement and contract management.
  • Familiarity with the New York State Contract System and procurement processes.
  • Background in audit, compliance, data visualization, or training.

Key Responsibilities:
The incumbent will be responsible for:

  • Conducting thorough audits of agency/authority contract documents and procurement records to ensure compliance with Article 15-A and related regulations.
  • Assisting the Director of Compliance in reviewing agency goal plans for alignment with Article 15-A.
  • Evaluating the accuracy and completeness of MWBE utilization reports submitted by New York State agencies.
  • Facilitating discussions with agencies regarding MWBE compliance and reporting needs.
  • Monitoring agency compliance with Article 15-A through periodic surveys and assessments.
  • Designing and delivering training sessions on MWBE compliance and the New York State Contract System.
  • Collaborating with the Certification Unit to address compliance issues related to certification requirements.
  • Preparing detailed reports on MWBE program compliance and developing necessary correspondence.
  • Gaining comprehensive knowledge of the NYS Contract System, including contract and payment audit modules.
  • Identifying agencies requiring remedial plans for compliance and monitoring their progress.
  • Investigating allegations of misconduct related to Article 15-A.
  • Executing special projects as directed by the Compliance Officer or Executive Director.

Salary Range:
$84,156-$106,454 (plus additional location compensation).
