Position Title: Associate Agency Services Analyst

Location: New York City

Appointment Type: Contingent-Permanent

Department: Division of Minority & Women-owned Business Development

Role Summary:

The Associate Agency Services Analyst will operate under the guidance of the Director of Compliance for Minority and Women's Business Enterprises (MWBE). The primary responsibility is to ensure adherence to New York State Executive Law, Article 15-A, and associated regulations regarding the engagement of MWBEs in state contracts. The analyst will regularly update management on critical compliance issues, trends, and developments, providing written assessments and recommendations as necessary.

Key Responsibilities:

  • Perform comprehensive audits of agency contract documents and procurement records to verify compliance with Article 15-A and relevant regulations.
  • Assist the Director of Compliance in reviewing agency goal plans to ensure alignment with Article 15-A and related legal frameworks.
  • Assess the accuracy and completeness of MWBE utilization reports submitted by state agencies and authorities.
  • Facilitate discussions with agencies regarding MWBE compliance, offering insights and follow-up recommendations to the Director of Compliance.
  • Conduct surveys to evaluate agency compliance with Article 15-A programs and directives.
  • Design and implement training sessions for agencies on MWBE compliance, including procurement protocols and reporting responsibilities.
  • Collaborate with the Certification Unit to address compliance issues related to certification requirements.
  • Coordinate with the Agency Services Unit and Business Development Unit to enhance compliance reporting and training efforts.
  • Prepare compliance reports and correspondence for both internal and external stakeholders.
  • Develop expertise in the NYS Contract System, focusing on contract management and reporting functionalities.
  • Identify agencies requiring remedial action for compliance with Article 15-A and monitor their progress.
  • Investigate any allegations of misconduct related to Article 15-A compliance.
  • Engage in additional projects as assigned by the Compliance Officer or Executive Director.

Qualifications:

A bachelor's degree coupled with three years of experience in MWBE/Affirmative Action, or in community economic development, program auditing, or compliance.

Preferred Skills:

  • Experience in procurement and contract management.
  • Familiarity with the NYS Contract System and procurement processes.
  • Background in audit, compliance, data visualization, or training.
