Appointment Type: Contingent-Permanent
Department: Division of Minority & Women-owned Business Development
Role Summary:
The Associate Agency Services Analyst will operate under the guidance of the MWBE Director of Compliance. The primary responsibility is to ensure adherence to New York State Executive Law, Article 15-A, and related regulations concerning the engagement of Minority and Women-owned Business Enterprises (MWBEs) in state contracts. The incumbent will provide timely updates to management regarding significant compliance issues, trends, and developments, along with written assessments and recommendations.
Key Responsibilities:
- Conduct comprehensive audits, both on-site and off-site, of agency contract documents and procurement records to evaluate compliance with Article 15-A and relevant regulations.
- Assist the Director of Compliance in reviewing agency goal plans to ensure alignment with Article 15-A and other pertinent legal frameworks.
- Assess the accuracy and completeness of MWBE utilization reports submitted by New York State agencies and authorities.
- Facilitate meetings with agencies to discuss compliance progress and identify areas for improvement.
- Administer periodic surveys related to agency compliance with Article 15-A.
- Design and implement training sessions for agencies regarding MWBE compliance, including the New York State Contract System and procurement responsibilities.
- Collaborate with the Certification Unit to address compliance issues related to certification requirements.
- Work with the Agency Services and Business Development Units to ensure comprehensive compliance in contracting and reporting.
- Prepare detailed reports on MWBE program compliance and develop necessary correspondence for distribution.
- Gain extensive knowledge of the NYS Contract System, including contract management and reporting modules.
- Identify agencies requiring remedial plans for compliance and monitor their progress.
- Investigate any allegations of misconduct related to Article 15-A.
- Engage in additional projects as assigned by the Compliance Officer or Executive Director.
Qualifications:
A bachelor's degree and three years of experience in MWBE/Affirmative Action, or three years in community economic development program or audit/compliance roles.
Preferred Skills:
- Experience in procurement and contract management.
- Familiarity with the NYS Contract System and procurement processes.
- Background in audit, compliance, data visualization, or training.
