Risk Management plays a crucial role in identifying and assessing the Council's potential losses through effective risk control and financing strategies. Our department is tasked with developing, recommending, and executing risk management initiatives that safeguard the agency from the negative consequences of loss. Additionally, we manage all auto liability and workers' compensation claims internally.

Your Role in Our Organization:

The Director of Risk Management is responsible for creating, executing, and overseeing a comprehensive risk management program that aligns with the Council's business goals while minimizing risk exposure.

This position offers a hybrid work arrangement, combining remote and onsite work. Candidates must reside in Minnesota or Wisconsin.

Key Responsibilities
  • Formulate strategies, processes, controls, and metrics for the Council's operational risk management framework.
  • Collaborate with stakeholders to design and implement a comprehensive loss reduction/prevention strategy aimed at managing claim costs, particularly in Workers' Compensation and Auto Liability.
  • Negotiate contracts to incorporate risk transfer provisions that align with the Council's risk appetite and tolerance levels.
  • In partnership with Executive Management and other stakeholders, establish clear and measurable parameters for risk retention.
  • Develop, implement, and assess ongoing risk management effectiveness through Key Performance Indicators across the Council and its divisions.
  • Set departmental objectives for claims and risk management, providing clear guidance to claims supervisors and managers.
  • Lead the Risk department in its claims handling processes, ensuring alignment with Council objectives.
  • Deliver continuous training to stakeholders to enhance awareness of risk management practices applicable organization-wide.
  • Engage in all aspects (coverage, rates, terms & conditions) of the Council's property insurance program, working closely with underwriters.
  • Participate in the marketing and negotiation of the Council's Rail Liability policies directly with underwriters, utilizing expertise in rail contracts, operations, safety, and claims management.
  • Collaborate with the Council's insurance broker in the marketing and placement of various insurance policies (e.g., crime, police professional, cyber, liability, rolling stock), balancing premium costs, coverage, and compliance with contract terms.
  • Contribute to the management of the Council's captive insurance program.
Minimum Qualifications

Applicants must possess a combination of education (in risk management, business, finance, or a closely related field) and progressive experience (in risk management or claims management):

  • Bachelor's degree with nine (9) years of experience, including five (5) years in a supervisory or management role.
  • Master's degree with seven (7) years of experience, including five (5) years in a supervisory or management role.
Preferred Qualifications:
  • Experience in a self-insured and self-administered environment.
  • Familiarity with risk transfer language (e.g., insurance, indemnification) in construction contracts.
  • Industry certifications/designations (e.g., ARM, CRM, etc.).
  • Experience in promoting an equitable, positive, and respectful workplace that values diversity and culture among all employees.
Essential Knowledge, Skills, and Abilities:
  • Understanding of risk management principles.
  • Familiarity with insurance policy coverages, including ISO and non-standard.
  • Knowledge of statutory provisions related to insurance, indemnification, and public entity immunities/liabilities.
  • Awareness of claim statutes and regulations, including workers' compensation, liability, and general claims practices.
  • Proficiency in Microsoft Office, particularly Excel.
  • Skills in Risk Management Information Systems (RMIS).
  • Strong interpersonal and leadership abilities.
  • Capability to guide a team towards a shared objective.
  • Aptitude for managing diverse opinions within a group.
