Key Responsibilities- Research and respond to inquiries regarding policies and procedures and/or human resource actions.
- Interview and coach/counsel supervisors and employees regarding staffing and compensation policies and practices.
- Research relative market data to make recommendations in constructing applicable policies and practices.
- Review transactions and processes to ensure compliance with applicable policies and federal regulations.
- Partner with assigned departments on recruitment (including strategies for hard-to-fill positions), selection, and onboarding processes.
- Strategize with assigned departments when planning for future staffing needs.
- Assist in the research and preparation of compensation studies, presentations, and recommendations for leadership decision making purposes.
- Review and recommend appropriate classifications and reporting structures to assist departments in aligning their people resources with customer needs, and to create efficiencies.
- Review and recommend revisions to policies and processes and facilitate process implementation.
- Facilitate City-wide training as related to staffing and compensation topics.
- Bachelor's degree in human resources or related field OR four (4) years of experience utilizing the knowledge, skills, and abilities associated with such positions as human resources business partner, specialist, or generalist.
- Human Resources Business Partner II Minimum Qualifications: Bachelor's degree in human resources or related field and two (2) years of experience associated with such positions as human resources business partner, specialist, or generalist OR an equivalent combination of education (above the high school level) and/or experience equivalent to six (6) years in fields utilizing the knowledge, skills, and abilities associated with this position.
- Special Requirements: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
- Strongly prefer experience Working in a Centralized Human Resources Office or Department
- Bachelor's or master's degree in Human Resources, Public Administration, Business Administration, or similar field
- Professional designation as a SHRM-CP, SHRM-SCP, IPMA-HR, CCP, etc.
- Municipal or State Government HR experience.
- Experience assisting managers and leadership in navigating a defensible hiring process resulting in good hiring decisions.
- Experience facilitating full cycle recruitments
- Experience interpreting and applying policy related to human resource functions for promotions, acting assignments, bonuses, etc.
- Experience reviewing market data to make recommendations in pay rates and compensation strategy
- Experience facilitating training
- Have a solid knowledge of employment law (FLSA, ADA, EEO, etc.) as it relates to hiring and compensation.
