Position Summary
The Benefits Case Manager is responsible for evaluating initial and ongoing eligibility for public assistance programs within Lake County.
Key Responsibilities
- Assist individuals seeking financial, medical, and nutritional support through the County, providing application guidance and conducting interviews.
- Evaluate client needs and refer them to suitable services and resources available within the department or the community.
- Guide clients in completing necessary documentation and ensure verification of eligibility criteria for benefits.
- Assess eligibility for various programs by interpreting relevant rules, regulations, and policies. Authorize continuation, modification, or cessation of benefits as necessary.
- Engage daily with a computer system to ensure accurate and complete data entry for eligibility assessments.
- Clarify and explain appeal rights and procedures to clients.
- Evaluate client needs and determine financial eligibility for both initial applications and ongoing assessments.
- Identify the necessity for fund recovery and refer cases for fraud investigations; prepare for and represent the department in evidentiary hearings and state conferences; document recoveries and retroactive payments appropriately.
- Develop a thorough understanding of rules and regulations, enhance interviewing and communication skills, and utilize information systems to update or review client data.
Additional Responsibilities
- Act as a professional representative of the Lake County Department of Human Services.
- Participate in Emergency Service Function 6 (Mass Care and Mass Shelter) as required.
Supervisory Duties
- This position does not have supervisory responsibilities.
Qualifications
- Education: High School diploma or GED equivalent.
Experience:
- Minimum of two years of full-time administrative experience.
- Skills Required:
- Ability to apply basic mathematical concepts and interpret regulatory documents.
- Understanding of local office policies and procedures.
- Capability to build and maintain professional relationships with clients, colleagues, advocacy groups, legal representatives, and community agencies.
- Maintain confidentiality at all times.
- Make objective distinctions between relevant and irrelevant information in eligibility determinations.
- Provide excellent customer service in high-stress situations.
- Compile and input accurate information to compute eligibility and payments.
- Identify and correct errors as necessary.
- Equipment Used: Standard office equipment.
- Contact with Others: Interact with clients to gather information, determine eligibility, explain programs, and make referrals to additional services.
- Supervisor: Receives training and detailed instructions from the Supervisor of Public Assistance, with work closely reviewed for accuracy and thorough documentation.
- Work Environment: May involve dealing with escalated clients.
- Bilingual candidates: Pay differential available for bilingual and bicultural applicants.
- This position is expected to be in-office at least three days a week, with potential for a hybrid work environment as permitted by departmental policy.
