Position Overview

ROLE DEFINITION
Under the guidance of the college district police sergeant and the chief of police, the Campus Safety Officer is responsible for executing law enforcement duties and crime prevention initiatives. This role includes managing traffic flow, enforcing state and local traffic laws, and performing various other tasks as necessary. Officers are expected to operate both independently and collaboratively, adhering to laws, regulations, departmental policies, and college standards. The department embraces a Community Oriented Policing approach, emphasizing the mission and vision of the college.

Key Responsibilities and Qualifications
  1. Responds to emergency calls, interviews witnesses and victims, conducts investigations, and may execute arrests based on incidents occurring on campus, including the protection of life and property, traffic accidents, and other urgent situations; maintains composure and constructive responses in challenging circumstances.
  2. Conducts initial and follow-up investigations of criminal activities, including but not limited to missing persons, disturbances, hazardous situations, vehicle accidents, casualties, threat assessments, and other assigned inquiries.
  3. Assists in supervising non-sworn department staff and police volunteers.
  4. Educates the college community on safety topics, including workplace safety, suicide prevention, self-defense, substance abuse awareness, emergency preparedness, and other public safety issues.
  5. Patrols college facilities before, during, and after operational hours via vehicle, bicycle, and on foot; inspects campus buildings and grounds for security and safety concerns, reporting any deficiencies.
  6. Manages disruptive individuals on campus, assists those experiencing mental health crises, and supports the policies of the board of trustees and the student code of conduct.
  7. Enforces traffic and parking regulations while ensuring smooth traffic flow on campus.
  8. Apprehends offenders and provides testimony in court as required.
  9. Submits comprehensive, accurate, and concise written reports reflecting the facts of investigations.
  10. Locates, collects, and preserves evidence and lost property.
  11. Provides security and cash escort services on campus.
  12. Maintains confidentiality regarding law enforcement information, student records, and personnel matters.
  13. Acts as a liaison between the department and other law enforcement and emergency response agencies.
  14. Prepares complete case documentation, testifies, and presents evidence in legal or administrative proceedings.
  15. May serve warrants and subpoenas as necessary.
  16. Secures college facilities, responds to alarms, and reports unusual or hazardous conditions, completing work orders for identified hazards.
  17. Completes daily, monthly, overtime, and special event logs.
  18. Conducts animal control services on campus.
  19. Performs additional related duties as assigned.
Knowledge and Skills Required:
  • Familiarity with modern law enforcement practices, principles, and procedures.
  • Understanding of safety protocols, techniques, and equipment.
  • Knowledge of applicable laws, ordinances, and departmental regulations.
  • Commitment to exemplary customer service principles.
  • Understanding of the criminal justice system, criminal law, and related procedures.
  • Skills in crowd management, intervention, de-escalation, and control tactics.
Demonstrated Abilities:
  • Ability to prevent and address crime effectively; manage conflicts and de-escalate situations when necessary.
  • Proficient in preparing detailed written reports.
  • Adherence to federal, state, and local laws, including those related to apprehension and arrest.
  • Compliance with the Jeanne Clery Act regarding campus security policies and crime statistics.
  • Capacity to perform physically demanding work safely and effectively.
  • Proficient in operating a vehicle under various conditions.
  • Safe and accurate use of firearms and other equipment, requiring regular training and qualification.
  • Effective communication skills, both oral and written.
  • Ability to follow oral and written instructions accurately.
  • Familiarity with the organization, procedures, and operational details of the campus.
  • Establishing and maintaining positive working relationships with diverse individuals.
  • Sound judgment in evaluating situations and making decisions.
  • Proactive problem-solving approach.

Working Conditions:
  • Work is performed in various environments, including outdoor patrols.
  • Travel to different locations for meetings or work-related tasks.
  • Regular interaction with staff, faculty, students, and the public.
  • May encounter interruptions during regular duties.
  • Availability to work at any time during emergencies or civil disturbances.
Physical Demands:
Physical requirements are assessed according to CA P.O.S.T standards. Duties involve frequent sitting, talking, and listening, as well as standing, walking, running, and using hands for various tasks. The role may require climbing, balancing, stooping, kneeling, crouching, jumping, or crawling. Employees must wear uniforms and equipment, including a Kevlar vest, utility belt, firearm, and other safety gear. Lifting and moving items over 100 pounds may be necessary. Specific vision abilities are determined by CA P.O.S.T medical standards.
