Synertex LLC is in search of skilled Budget Analysts to provide essential support to the Headquarters, Pacific Air Forces (HQ PACAF). The role involves managing financial operations related to all PACAF/A37 controlled service-funded exercises within the USINDOPACOM operational theater.

We have three (3) distinct Budget Analyst roles available: (A) PACAF Exercises Budget Analyst; (B) Joint Exercises Budget Analyst; (C) Dynamic Force Employment (DFE) / Dynamic Campaign Budget Analyst. These positions are stationed at Joint Base Pearl Harbor-Hickam and are affiliated with PACAF/A37.

The Budget Analyst will oversee comprehensive budgeting and financial tracking for multi-million-dollar exercises and operational initiatives. Each Budget Analyst will focus on specific areas: one will handle all PACAF/A37 managed service-funded exercises, another will manage INDOPACOM Joint funded exercises, and the third will oversee PACAF/A3O managed Dynamic Force Employment (DFE) / Dynamic Campaign (DC) operations. Collaboration among Budget Analysts is essential to maintain continuity across all exercises.

Key Responsibilities:
  • Conduct budget formulation tasks, including the review and preparation of funding requirements for current and future budget years related to PACAF/JCS exercises or PACAF DFE/DC operations. Accurately compile, consolidate, interpret, and summarize budgetary data estimates in a timely manner according to headquarters deadlines.
  • Analyze historical data to identify spending patterns and project annual funding needs. Prepare budget estimates in compliance with Joint Staff, INDOPACOM, and PACAF guidelines and Air Force regulations.
  • Execute budget monitoring and administrative tasks, including tracking obligations and actual fund expenditures.
  • Utilize automated budgeting systems and computer-generated reports to complete budgeting assignments. Analyze data within the Defense Finance and Accounting Service (DFAS) accounting systems to ensure data accuracy.
  • Thoroughly review obligations, expenditures, reimbursable orders, and allotment requests to ensure compliance with annual work plans and schedules, making informed recommendations for fund reprogramming.
  • Provide expert advice, assistance, and guidance on budgeting and related matters.
  • Conduct analyses, reviews, and special studies of budget-related information.
  • Perform individual economic analyses and impact assessments as needed.
  • Participate in planning conferences, progress reviews, and other related activities associated with PACAF/JCS exercises or DFE, DC, and related operations as assigned.
  • Ensure adherence to Office of Management and Budget directives, Office of the Secretary of Defense policies, Air Force instructions, and other federal guidelines.
  • Input and submit funding documents in relevant financial systems and prepare Fund Cite Authorization letters as necessary.
  • Review and manage exercise open document listings (ODL).
  • Offer guidance on funding requirement inputs and Program Order Memorandum (POM) submissions to relevant resource advisors or budget analysts.
Qualifications:

Mandatory Qualifications:
  • Preferred Bachelor's degree or higher.
  • A minimum of 5 years of relevant experience.
  • At least 24 credit hours in accounting and finance or two years of directly related experience required.
  • Strong interpersonal skills are essential.
  • Ability to liaise effectively with DoD, headquarters, services, combatant commands, embassies, and other agencies as necessary.
  • Willingness to travel at least three times per year.
  • Proficient in Adobe and Microsoft Office applications.
  • Familiarity with the following Air Force budget and accounting systems:
  • Defense Enterprise Accounting and Management System (DEAMS)
  • Financial Management Suites - Open Document List (FMSuite - FRC / ODL / DAR-Q / MISC Review / UOA)
  • Commander's Resource Integration System (CRIS)
  • Defense Travel System (DTS)
  • G-Invoicing (G-INV)
  • Other systems necessary for job completion.
  • Must meet all training requirements to gain access to systems.
