Synertex LLC is in search of skilled Budget Analysts to provide essential support to the Headquarters, Pacific Air Forces (HQ PACAF). The role involves delivering comprehensive services for all PACAF/A37 managed service-funded exercises related to operations within the USINDOPACOM area of operations.

There are three (3) distinct Budget Analyst roles available: (A) PACAF Exercises Budget Analyst; (B) Joint Exercises Budget Analyst; (C) Dynamic Force Employment (DFE) / Dynamic Campaign Budget Analyst. These positions are stationed at Joint Base Pearl Harbor-Hickam and are assigned to PACAF/A37.

The Budget Analyst will oversee all facets of budgeting and financial management for multi-million-dollar exercises and operational activities. Each Budget Analyst will be responsible for specific areas: one will manage all PACAF/A37 service-funded exercises, another will handle INDOPACOM Joint funded exercises, and the third will focus on PACAF/A3O managed Dynamic Force Employment (DFE) / Dynamic Campaign (DC) operations. Collaboration among Budget Analysts is essential to ensure seamless support for all exercises.

Key Responsibilities:
  • Conduct budget formulation activities, including the review and preparation of funding requirements for current and future budget years related to PACAF/JCS exercises or PACAF DFE/DC operations. Compile, consolidate, interpret, and summarize budgetary data estimates accurately and timely in accordance with higher headquarters deadlines.
  • Analyze historical data to identify spending trends and forecast annual funding requirements. Prepare budget estimates following Joint Staff, INDOPACOM, and PACAF guidelines and Air Force regulations.
  • Execute budget monitoring and administrative tasks, including tracking obligations and actual expenditures of funds.
  • Utilize automated budget systems and computer-generated products to accomplish budgeting tasks. Analyze data within the Defense Finance and Accounting Service (DFAS) accounting systems to ensure data accuracy.
  • Thoroughly review obligations, expenditures, reimbursable orders, and allotment requests to ensure compliance with annual work plans and schedules, making sound recommendations for reprogramming as necessary.
  • Provide expert advice, assistance, and guidance on budgeting and related information.
  • Conduct analyses, reviews, and special studies of budget and related information.
  • Perform individual economic analyses and impact studies as required.
  • Participate in planning conferences, progress reviews, and other related activities concerning PACAF/JCS exercises or DFE, DC, and related operations as assigned.
  • Understand and adhere to directives from the Office of Management and Budget, Office of the Secretary of Defense policies, Air Force instructions, and other federal guidelines.
  • Input and submit funding documents in relevant financial systems and prepare Fund Cite Authorization letters as necessary.
  • Review and manage exercise open document listings (ODL).
  • Offer guidance on funding requirements inputs and Program Order Memorandum (POM) submissions to applicable resource advisors or budget analysts.
Qualifications:

Mandatory Qualifications:
  • Preferred Bachelor's degree or higher.
  • A minimum of 5 years of relevant experience is required.
  • At least 24 credit hours in accounting and finance or two years of directly related experience is mandatory.
  • Strong interpersonal skills are essential.
  • Ability to liaise effectively with DoD, higher headquarters, Services, Combatant Commands, Embassies, and other Agencies as necessary.
  • Willingness to travel at least three (3) times annually.
  • Proficient in Adobe and Microsoft Office applications.
  • Familiarity with the following Air Force budget and accounting systems is necessary:
  • Defense Enterprise Accounting and Management System (DEAMS)
  • Financial Management Suites - Open Document List (FMSuite - FRC / ODL / DAR-Q / MISC Review / UOA)
  • Commander's Resource Integration System (CRIS)
  • Defense Travel System (DTS)
  • G-Invoicing (G-INV)
  • Other systems required to fulfill job responsibilities.
  • Must meet all training requirements to gain access to systems.
