Responsibilities
This position provides support to the Headquarters, Pacific Air Forces (HQ PACAF) by planning, executing, and conducting recovery operations for exercises and events conducted with allied countries throughout the Indo-Pacific region. Primary work location is in Hawaii and at CONUS and OCONUS training locations. Contingent upon award of contract.
Roles and Responsibilities
Support PACAF PLANORD exercises during the entirety of the “Joint Exercise Life Cycle” (JELC), . Concept Development Conference/Initial Planning Conference through Execution and the After-Action Review (AAR) process. Formulate, develop, assist with implementation, and document each exercise/engagement. Plan and organize assigned exercises, estimate costs and funding within assigned budgeConduct all phases of the exercise planning cycle. Coordinate and communicate with other offices and activities that have a role in the exercise. Develop the purpose, objectives and attendee list planning meetings and conferences.
Coordinate exercise/event logistical support. Analyze/document the effectiveness of exercise planning functions as part of the after-action report. Account for current and projected PACAF force structure, roles, responsibilities, force presentation doctrine, and capabilities.
Identify, analyze, and resolve contingency issues and errors that arise during the JELC. Coordinate and communicate with participating units, Wings and MAJCOM staff and leadership.
Qualifications

Military Officer Background. Bachelor’s Degree – Master’s Degree PreferredRequired Qualifications, Experience, and Certifications
Hold a TOP SECRET / Special Compartment Indoctrination Clearance. Must be SAP/STO and ACCM eligible. Current military experience within the last 5-10 years. Military rated and/or logistics experience. Air Operations Center and/or MAJCOM/NAF Staff Experience Minimum of 3 years’ experience planning USAF MAJCOM-level or equivalent exercises Minimum of 3 years’ experience with an aviation background (Pilot/Navigator/Air Battle Manager/ Air Crew Member) planning or conducting Field Training Exercises (FTXs), Command Post Exercises (CPXs), Staff Exercises STAFF-EX) or Table-Top Exercises (TTX) and Engagements involving aviation assets or that are aviation centric. Familiar with historic inter-country relationships, and country specific customs and courtesies. Familiar with operational/logistical support requirements for exercises, deployments, and mobilizations. Familiar with the PACAF force structure (., country location, name of Wings and NAFs, type of aircraft assigned, . Working knowledge of USINDOPACOM/PACOM Theater Campaign Plan (TCP) and PACAF Strategy. Able to work/lead in a team environment, demonstrated leadership and customer interface skills. Able to liaise with national-level agencies, DoD, Services, Combatant Commands, and Intelligence Agencies. Working knowledge of current Microsoft Office applications. Have good analytical skills and be able to operate in a demanding environment while executing multiple tasks simultaneously. Effective in verbal and written communicationsDesired Qualifications, Experience, and Certifications
Knowledge and/or experience with Joint Operation Planning and Execution System (JOPES) and/or Deliberate and Crisis Action Planning and Execution Segments (DCAPES), with experience using these systems while supporting USAF Major Command level (or equivalent) exercises, or significant deployments (. movements of multiple flying units and/or personnel deployments of 200 or more in conjunction with a single event). Have operational and/or logistical experience in the Asia-Pacific Theater. Familiar with financial nomenclature and documentation as well as the Manpower MPA Man-day Management System (M4S). Familiar with standard funding documents (MIPRs and CAMs) Working knowledge of the Joint Training Information Management System (JTIMS). Working knowledge of the Global Security Cooperation Management Information System (G-TSCMIS) requirements and capabilities and proficient in using them. Experience in planning and executing CPXs and FTXs within the INDOPACOM AOR
