Chief Operations Officer Job Description

The Chief Operations Officer is a critical role within the House of Representatives, responsible for providing engineering and technical support for various areas, including Voice Communications, Server and Storage Management, Network Operations, House Cloud Operations, and Administrative Support.

Key Responsibilities:
  • Lead the ongoing operation and future planning for nationwide information systems within the responsibility of the CAO.
  • Provide on-going operation and future planning for House Cloud Services.
  • Assist the CIO and Deputy CIO in directing the operations of HIR to ensure the House's information and communications systems meet the uptime, application, and requirement needs of Members, Committees, and House support offices.
  • Manage the budgeting and purchase of hardware and software licensing in support of information management systems projects.
  • Advise relevant staff on major industry issues and developments.
  • Prepare annual budget estimates and corresponding testimony for the Legislative Branch Appropriations Subcommittee.
  • Conduct normal administrative and personnel management activities.
  • Perform other official duties as assigned.
Requirements:
  • Master's degree in Computer Science/Information Management Systems, or equivalent senior level technical experience.
  • Experience with the systems development life cycle, and program and project management.
  • Experience leading enterprise-level deployments of multi-cloud and cross-cloud solutions.
  • Knowledge, Skills, and Abilities:
    • Knowledge of and skill in financial and administrative areas including budget preparation and contract negotiations.
    • Ability to communicate effectively with various stakeholders.
Physical Requirements and Work Environment:

This position is located in an office setting that is adequately heated, lighted, and ventilated. Normal safety precautions apply.

Security Requirements:

Must successfully complete a criminal history records check. Must be able to secure and maintain Federal Government security clearances.

Other Significant Facts:

Essential for the purpose of lapse in appropriation/furlough. On-call 24 hours a day, 7 days a week. Ability to work additional hours as required.
