Job Overview

POSITION SUMMARY:

  • Oversees and directs the operations of the Housing Choice Voucher Program (HCV) in accordance with HUD regulations and Dayton Metropolitan Housing policies.

KEY RESPONSIBILITIES:

  • Supervises the Housing Choice Voucher Program Department, which includes program management, unit evaluations, leasing, and recertification processes. Responsible for the development and adherence to the annual financial plan.
  • Monitors departmental performance to ensure alignment with budgets, organizational policies, and relevant laws. Collaborates with regulatory bodies as necessary.
  • Prepares and presents regular updates on departmental performance to the Senior Vice President of Programs.
  • Addresses and resolves issues pertaining to the Housing Choice Voucher Program efficiently. Engages with residents, property owners, legal representatives, and social service organizations to facilitate solutions.
  • Participates in Board meetings and delivers presentations as required.
  • Ensures adherence to human resources and employment legislation.
  • Represents the Authority in presentations as needed.
  • Aims for successful outcomes on all SEMAP performance indicators.
  • Completes tasks as assigned by the Senior Vice President of Programs.

This role includes oversight of all personnel within the Housing Choice Voucher Program, encompassing staff recruitment, training, performance evaluation, and disciplinary actions.

QUALIFICATIONS:

  • Bachelor's degree in Business or a related field, or equivalent experience in a supervisory capacity within public housing.
  • Certification in HCV Program Administration, Public Housing Manager (PHM), or Section 8 Executive Management.
  • Proficient in Microsoft Office Suite.
  • Strong verbal and written communication abilities.
  • Physical requirements include manual dexterity, ability to lift up to 25 pounds, and good vision.
