Job Summary

We are seeking a highly skilled Civil Engineer to lead our team in project development and management. As a key member of our Agriculture, Rural Development team, you will be responsible for providing guidance on engineering and environmental protection functions associated with program activities.

Key Responsibilities
  • Project Management: Identify, distribute, and balance workload to ensure timely accomplishment of assigned tasks.
  • Team Development: Train or arrange for training to ensure the team remains technically proficient and licensed, as required.
  • Technical Expertise: Advise and consult with private groups, public bodies, and state and/or Federal agencies on the civil engineering aspects of projects financed by rural development loan and grant programs.
  • Review and Approval: Review planning documents, Preliminary Engineering Reports (PER), and completed analyses and recommendations regarding the technical merit of applications for funding.
  • Agreement Review: Review and concurs with Agreements for Engineering Services, construction project preliminary plans, drawings, designs, specifications, and cost estimates.
Requirements
  • Qualifications: Applicants must possess one year of specialized experience to at least the next lower grade level or its non-Federal equivalent that demonstrates:
    • Extensive Experience: Extensive experience reviewing construction project preliminary plans, drawings, designs, specifications, and cost estimates.
    • Advisory Services: Advising/consulting with private groups, public bodies, and other agencies on civil or environmental engineering and architectural aspects of projects.
    • Technical Services: Extensive experience providing advisory and technical services in the engineering, planning, and design process for projects that may include single or multi-family housing, wastewater facilities, businesses, and community facilities.
  • Education: A bachelor's degree in a school of engineering with at least one program accredited by ABET, or a combination of education and experience that furnished a thorough knowledge of the physical and mathematical sciences underlying engineering, and a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

  • Telework: This position may be eligible to telework up to four days per week, based upon the duties of the position.
  • Flexible Work Arrangements: This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
