Job Title: Assistant Deputy Director, Business Services

Job Summary:

The Assistant Deputy Director, Business Services will serve as the chief policy advisor to the Deputy Director, Business Services Section. This position will oversee the planning, organization, direction, and oversight of four functional areas to support the acquisition of specialty care and temporary relief providers, as well as the Third Party Administrator (TPA) electronic claims processing system and the Inmate Federal Reimbursement Program.

Key Responsibilities:

  • Develop and implement policies and procedures to ensure effective management of health care services acquisition, health care invoicing and claims processing, federal reimbursement, data management, and reports.
  • Provide executive management, policy formulation, guidance, consultation, oversight, administration, technical assistance, and interpretation of laws, rules, and regulations.
  • Collaborate with stakeholders to develop and implement innovative program development and administration, and cross-program coordination for contract management, health care invoice and claims processing, federal reimbursement, and data management functions.
  • Oversee the implementation of all laws and policies with regard to health care services acquisition, health care invoicing and claims processing, federal reimbursement, data management, and reports.
  • Provide values-based leadership, direction, support, and oversight to staff managing health care service contracts and invoice and claims processing, federal reimbursement, data management, and reports, and oversight activities associated with complex contracted health care programs that have statewide impact.

Requirements:

  • Minimum of 5 years of experience in health care administration, policy development, and program management.
  • Proven track record of success in leading cross-functional teams and developing and implementing policies and procedures.
  • Strong analytical and problem-solving skills, with the ability to analyze complex data and develop effective solutions.
  • Excellent communication and interpersonal skills, with the ability to work effectively with stakeholders at all levels.
  • Ability to work in a fast-paced environment and prioritize multiple tasks and deadlines.

Preferred Qualifications:

  • Master's degree in health care administration, business administration, or a related field.
  • Experience working in a state government agency or a similar environment.
  • Knowledge of California state government policies and procedures.
