SUMMARY
The City of Chicopee's Human Resources Department is in search of a dedicated Human Resources Specialist. This role, under general supervision, will assist the Chief Human Resources Officer and the Assistant Director of Human Resources in the organization, planning, and management of various HR operations, programs, and initiatives. The individual will play a crucial role in ensuring compliance with regulations, overseeing recruitment processes, and managing workers' compensation and unemployment claims.

ESSENTIAL DUTIES INCLUDE:
• Administering HR programs and services for the City, ensuring adherence to Federal, State, and local regulations.
• Collaborating with the Senior HR Specialist to implement effective recruitment strategies.
• Ensuring compliance with Civil Service laws regarding hiring and employee management.
• Managing recruitment activities, including job postings, advertisement preparation, and application screening.
• Maintaining up-to-date knowledge of policies and procedures to ensure consistent application across the board.
• Coordinating Workers' Compensation processes to mitigate liability for the City and Schools.
• Developing and analyzing reports and metrics to support strategic planning within the HR Department.
• Performing additional duties as assigned.

QUALIFICATIONS
To be considered for this position, candidates must meet the following criteria:

EDUCATION/EXPERIENCE:
• A minimum of an Associate’s Degree in Business Administration, Law, Human Resources, or a related field.
• At least four (4) years of experience in Human Resources, or an equivalent combination of education and experience that enables effective performance in this role.

SUPPLEMENTAL INFORMATION:
• Experience with MUNIS/Enterprise ERP is preferred but not mandatory.
• Background in Municipal and/or Public Administration is strongly preferred.
• Knowledge of recruitment processes, workers' compensation, and unemployment claims is highly desirable.

COMPENSATION, SCHEDULE, & BENEFITS
This is a Full-Time position, requiring 40 hours per week, typically from 8:00 AM to 5:00 PM, Monday through Friday. This role is classified as confidential and falls under the City’s Chapter 7 Ordinance [Non-Union], Grade 06, starting at Step 01, with a competitive hourly wage and opportunities for periodic pay increases based on continuous employment.
