Job Overview:

Under the guidance of the Performance Monitoring and Analytics Manager or designated representative, the Senior Systems Analyst undertakes intricate systems analyses pertaining to data acquisition, reporting, data integrity, and database administration activities aimed at enhancing operational efficiencies for Provider Investigations (PI) and Child Care Licensing (CCL) within the Texas Department of Aging & Disability Services.

As a key member of the RSDR team, this role will deliver technical expertise to foster data-informed decision-making and problem-solving through strategic support for PI and CCL leadership.

This position will engage in data system design discussions for agency projects to ensure the organization's capability to report relevant data.

The Analyst will offer clients technical solutions to facilitate reporting and analytical initiatives.

This role also involves participating in the selection of data management tools and developing standards, usage guidelines, and procedures for those tools, alongside recommendations for necessary adjustments to internal policies and procedures.

The Analyst will generate clear, comprehensive technical reports that present findings, propose alternatives, recommend process enhancements, and outline solutions to monitor and enforce data quality.

This position allows significant freedom to exercise initiative and independent judgment.

Core Responsibilities:

Maintains regular attendance in accordance with agency leave policies and performs additional duties as assigned.


Infrastructure Management:
Directs, plans, and oversees essential technical functions related to the daily operations of the RSDR team. Manages the development and execution of databases, data collection systems, and other strategies to maximize statistical efficiency and quality.

Compiles, queries, and loads data using SQL and other query languages into databases from diverse source formats to support sophisticated analyses.

Ensures security protocols for confidential data regarding access, handling, protection, and distribution. Oversees the assessment of RSDR technical activities to guarantee compliance with Program reporting requirements. 30%

Data Quality and Integrity Management:

Monitors and guarantees data quality, loading data into databases from various sources, while formatting and automating data feeds for ongoing and ad-hoc reporting, performance dashboards, and other reports.

Develops scripts or code to extract, compile, and present data or models using programming languages such as SQL. Cleans and prepares data as necessary to produce outputs required for Tableau and other data visualization tools. Extracts data from multiple sources for various reporting products. Ensures the accuracy of data included in reports 30%

Identifying and Implementing Enhancements for Data Quality, Integrity, and Management: Establishes and updates data quality metrics and recommends and implements enhancements to data quality processes.

Ensures data integrity by identifying, establishing, and updating data quality metrics and recommending and implementing improvements to data quality associated with processes.

Identifies gaps, errors, anomalies, inconsistencies, and redundancies in data content, structure, and relationships. Provides suggestions for systematic changes that will enhance data collection and align data infrastructure with business needs. Provides regular updates on project and initiative statuses. 30%

Coordination:
Customer service-oriented.

Utilizes strong communication skills to elucidate RSDR, PI, and CCL data processes and data management to negotiate necessary information and resources for successful Program initiatives.

Determines the scope, purpose, timeline, and expected outcomes of assignments.

Acts as a liaison to HHSC Information Technology, DAP, PI, CCL, and other areas to ensure resources align with RSDR and DAP department priorities.

Assists in developing cost estimates and budgets for RSDR initiatives.

Collaborates with Program subject matter experts to ensure the accuracy of reporting tools, workflows, reporting procedures, and to enhance data quality.

Provides guidance and direction to other areas requiring technical expertise. Mentors team members. 10%.

Required Knowledge, Skills, and Abilities:

Proficiency in technical solutions and development for planning, reporting, analysis, and implementation.
Understanding of data quality and integrity processes.
Familiarity with the principles, practices, and techniques of database and application design, development, and structure.
Knowledge of relational databases.
Understanding of data processing practices and theories.
Familiarity with the System Development Life Cycle.
Proficiency in SQL and other query languages.
Experience with reporting and visualization tools.
Familiarity with database management tools.
Experience with programming and scripting languages (e.g., C++, .net, HTML, VBScript, Active Server Pages (ASP), and JavaScript).
Knowledge of, or strong aptitude to learn, PI, CCL, and data for other areas within HHS.
Skill in using Extract, Transform, and Load tools.
Ability to research and troubleshoot data issues and solve complex problems.
Project management and process skills.
Ability to create and code databases.
Ability to analyze systems, procedures, and problems to develop solutions.
Ability to perform detailed work accurately.
