Job Title: Senior Park Maintenance Technician

Join the County of Santa Clara CA team as a Senior Park Maintenance Technician and contribute to the development, maintenance, and preservation of County Parks and Recreation facilities, amenities, and open space areas.

Job Summary:

The Senior Park Maintenance Technician will lead, plan, schedule, assign, and review the work of park personnel, temporary employees, volunteers, and contractors. This role will also make recommendations and coordinate long- and short-term park maintenance projects and goals.

Key Responsibilities:
  • Leads, plans, schedules, assigns, and reviews the work of park personnel, temporary employees, volunteers, and contractors.
  • Makes recommendations and coordinates long- and short-term park maintenance projects and goals.
  • Answers procedural and work-related questions, investigates inquiries, and recommends corrective actions to resolve issues within set guidelines.
  • Assigns, distributes, and adjusts workloads, completes accident and injury reports, and provides verbal and written counseling, as needed.
  • Trains and orients park staff, temporary employees, and volunteers in park maintenance activities.
  • Conducts performance appraisals for assigned park staff.
  • Assists in developing, interpreting, and implementing policies, procedures, and standards.
  • Implements and follows required standards developed by the department, Cal OSHA, and other agencies.
  • Prepares and provides budget recommendations and implements and monitors the current budget spend for the assigned park location or work unit.
  • May participate in the grant process and monitors grants for the assigned park location or work unit.
  • Attends and conducts meetings to exchange information on department policies, procedures, and may participate in committees to develop recommendations.
  • May participate on interview panels in an advisory capacity and makes recommendations on hiring selections.
  • Coordinates with key stakeholders, including but not limited to the County's Facilities and Fleet Department and contractors on facility management, as related to the assigned park location or work unit.
  • Performs a variety of semi-skilled and skilled construction, maintenance, and repair work of County Parks and Recreation facilities, amenities, and open space areas, including rough carpentry, plumbing, painting, basic electrical, and/or masonry.
  • Recognizes standard pests, fungi, and other infestations, and selects and administers the proper application (e.g., fungicide, pesticide, herbicide, animal abatement devices, etc.) with caution in accordance with County policy and federal and state regulations.
  • Performs water treatment and distribution activities and installs, repairs, and operates irrigation systems, as well as potable and non-potable water systems.
  • Collects water samples for testing and monitoring.
  • Constructs, maintains, and repairs roads, trails, and trail features, including but not limited to pavement cutting, ditch digging, storm water infrastructure maintenance, erosion control, laying pipes, and backfilling trenches.
  • Evaluates project sites, develops materials lists, calculates measurements, estimates costs, reads and interprets technical specifications and plans, and recommends and implements changes for maintenance projects.
  • Provides traffic control around work sites to ensure safe conditions.
  • Inspects facilities and work areas to ensure a safe work environment and submits work orders to repair identified issues, including coordinating the disposal of hazardous materials.
  • Observes special requirements of native, non-native, invasive, or delicate specimens.
  • Oils, greases, and performs basic maintenance work on equipment; Orders, receives, and inventories supplies and equipment.
  • Performs landscape and vegetation management, including planting, watering, pruning, trimming, fertilizing, removing, spraying, transplanting, and cultivating plants, trees, and other vegetation in accordance with department standards.
  • Performs litter clean-up, refuse control, and general cleaning of park structures, buildings, and amenities, including but not limited to open space areas, restrooms, picnic areas, historic sites, camping areas, trails, and recreation areas.
  • May operate equipment for park wildland fire prevention practices, including prescribed burns and post fire cleanup operations.
  • Operates pickups, stake and dump trucks, trailers, and other similar equipment allowed under a Class C Driver's License.
  • Operates a variety of hand and power tools, lawn mowers, and other similar park equipment, and reviews equipment manuals to resolve equipment issues.
  • Operates earth moving equipment, such as tractors, skip loaders, compact track loaders, and all-terrain vehicles in accordance with departmental policies and procedures.
  • Creates, maintains, and tracks paper and electronic records; tracks training, prepares reports, and writes proposals.
  • Provides assistance during emergencies, as required.
  • May be assigned as a Disaster Service Worker, as required*.
  • Performs other related duties, as required.
Requirements:
  • Sufficient education, training, and experience to demonstrate the ability to perform the above tasks, plus the possession and direct application of the following knowledge and abilities:
  • Training and Experience Note : The required knowledge and abilities are attained through training and experience equivalent to possession of thirty (30) semester (forty-five (45) quarter) units of college. Relevant analytical, administrative, lead, supervisory, or management experience that includes interpreting rules and regulations, gathering data and formulating recommendations, and report writing can substitute for education on a year-for-year basis;
  • Three (3) years of full-time experience performing semi-skilled and skilled maintenance tasks, similar in scope and function to the Park Maintenance Technician classification in the County of Santa Clara.
  • Possession of a Standard First Aid and CPR Certificate before completion of the probationary period.
  • Required to complete department approved tractor operation training before completion of the probationary period.
  • Required to complete Wildland Fire Chainsaws Training through the National Wildfire Coordination Group (NWCG), or other equivalent department recognized training, before completion of the probationary period.
  • Possession of a Water Treatment Operator Grade 1 License within one (1) year of hire.
  • Possession of a Water Distribution Operator Grade 1 License within one (1) year of hire.
  • Possession of a Qualified Applicator License or Qualified Applicator Certificate in the pest control categories of B, C, and F within eighteen (18) months of hire.
  • May be required to complete basic wildland fire training.
  • Completion of OSHA Confined Space Entry Training when assigned to work in a permitted confined space.
  • Must successfully complete a Live Scan background investigation and maintain clearance throughout the term of employment.
  • Ability to travel to alternate locations in the course of work. If driving, possession of a valid California driver's license prior to appointment and the ability to qualify for and maintain a County driver authorization.
Preferred Qualifications:
  • Knowledge of :
    Principles and practices of leading, scheduling, training, and reviewing the work of employees, volunteers, and contractors;
    Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures that affect park maintenance and construction;
    Principles and practices of carpentry, plumbing, painting, masonry, basic electrical, and landscaping and irrigation techniques and systems;
    Construction, maintenance, and repair techniques of parks facilities and grounds, including water systems, irrigation systems, trails, roads, fences, gates, signs, tables, benches, barbeques, cabinets, and other parks-related structures;
    Vegetation and turf management practices, including the methods of planting, pruning, irrigating, and transplanting trees, shrubs, flowers, and other plants;
    Natural resource management practices, including Integrated Pest Management (IPM) practices for local flora and fauna, cultural and geological resources, and wildfire prevention techniques;
    Occupational hazards, hazardous materials, code and safety standards, principles of first aid, traffic control procedures, and rigging and mechanical advantage practices;
    Hydraulic principles;
    Equipment, tools, and materials used in the construction, maintenance, and repair of park lands and facilities;
    The safe and proper operation of vehicles, tractors, hand and power tools, and related equipment;
    Principles and practices of customer service;
    Common computer systems and applications.
  • Ability to :

    Learn hazardous material identification, storage, and disposal methods;
    Recognize and maintain safe and sanitary conditions;

    Establish and maintain effective working relationships with those contacted in the course of work, at all levels, including colleagues, the public, and representatives of other agencies;
    Work collaboratively with those contacted in the course of work on a variety of cross-functional departmental initiatives to achieve department goals;
    Utilize specialized departmental computer programs and systems, including but not limited to maintenance and asset management software and timekeeping programs;
    Follow oral and written instructions;
    Communicate effectively, both orally and in writing with people of diverse backgrounds and cultures.
Physical Requirements:
  • Work under the following conditions using appropriate personal protective equipment (PPE): dust, noise, vibration, fumes, odors, poor ventilation, extreme temperatures, cramped quarters, confined spaces, and inadequate lighting;
  • Climb, balance, kneel, crouch, crawl, reach, stand, walk, push, pull, lift, work overhead, and grasp;
  • Lift, push, and pull up to sixty (60) pounds;
  • Work outside in remote settings and variable temperatures and weather conditions;
  • Must be able to work weekends, holidays, special events, and other irregular hours;
  • Must conform to departmental uniform standards.
