This position is open to various groups within the local commuting area. Eligible candidates include current or former career federal employees with competitive eligibility, as well as those under Special Hiring Authorities and other relevant categories.
Key Responsibilities
- Conduct project assessments, including formulating agreements for work execution. Analyze and interpret construction documents, specifications, photographs, foundational records, and other pertinent documentation.
- Prepare Independent Government Cost Estimates essential for the design and procurement of construction contracts.
- Support the Contracting Officer's Representative by overseeing the implementation of design and construction contracts.
- Organize meetings, track project progress, and collaborate with stakeholders to address unexpected conditions.
- Monitor project budgets, ensure safety on project sites, perform inspections on completed work, and carry out project closeout activities.
The duty station is located within a scenic national park, known for its breathtaking landscapes and high visitor engagement.
Employment Conditions
- U.S. Citizenship is required.
- Appointment is contingent upon a background investigation and favorable adjudication.
- Compliance with the Selective Service Registration Act is mandatory for male applicants.
- Participation in the Direct Deposit Electronic Funds Transfer Program is required.
- Candidates currently holding or having held a General Schedule position must meet time-in-grade requirements.
- A valid driver's license is necessary as the role involves operating a government or private vehicle.
- Uniform compliance with National Park Service standards is expected, and a uniform allowance will be provided.
- New federal employees may need to complete a probationary period.
- Occasional overnight travel may be required.
- Applicants must be at least 18 years old due to the nature of the work.
Qualifications
All qualifications must be met by the closing date of this announcement.
Relevant experience is essential, with a minimum of one year in a specialized role comparable to the GS-10 grade level in federal service. This includes project oversight and construction services, interpreting plans, and resolving contractor discrepancies.
Volunteer Experience
Volunteer work through recognized programs will be credited as qualifying experience.
Education
There is no educational substitution for experience at this grade level.
