Position Overview: As a pivotal member of the Department of the Navy, you will engage closely with both internal and external stakeholders to enhance the development and refinement of strategic Joint Strike Fighter (JSF) initiatives, encompassing fielding and sustainment strategies.

Key Responsibilities:

  • Provide expert guidance and insights to the JSF Program leadership on the viability of significant IT decisions and investments, ensuring alignment with ongoing strategic planning.
  • Assist the leadership team in the documentation, presentation, and justification of IT budgets and specific capital planning initiatives for the Navy, Air Force, and Marine Corps.
  • Participate as a member of Department of Defense (DoD) and inter-agency panels and working groups focused on evaluating technologies and standards relevant to IT resources and operations.

Requirements:

Conditions of Employment:

You will be required to obtain and maintain an interim and/or final security clearance prior to starting your duties. Failure to secure and uphold the necessary clearance may lead to the withdrawal of a job offer or termination of employment.

This position falls under the Cyberspace Workforce, specifically as an IT Program Manager, with a basic proficiency level. The incumbent must achieve and maintain qualifications in accordance with DoDM Cyber Workforce Qualification and Department of Navy policies.

Qualifications:

Your resume must demonstrate at least one year of information technology-related experience in federal service or the private/public sector, showcasing the following competencies:

  1. Attention to Detail: Demonstrates thoroughness and conscientiousness in work performance.
  2. Customer Service: Engages with clients and customers to assess needs, provide assistance, and resolve issues effectively.
  3. Oral Communication: Effectively conveys information to individuals or groups, tailoring the message to the audience.
  4. Problem Solving: Identifies issues, evaluates information accuracy and relevance, and makes sound recommendations.

In addition to the competencies, your resume must reflect one year of specialized experience equivalent to the next lower grade level (GS-12/13) or pay band (NM-04) in federal service or equivalent experience in the private/public sector.

Specialized Experience: Must include:

  1. Analyzing IT policy and planning issues to resolve challenges.
  2. Conducting comprehensive reviews to identify underperforming program elements and directing corrective actions.
  3. Leading IT system development projects to ensure effective network environments.
  4. Directing technical analyses to assess potential performance enhancements against resource constraints and risks.
  5. Briefing leadership on IT program specifics, including requirements and operational deployment.
