We are seeking a highly skilled Senior Operations Specialist to join our team at A Prentice Ray & Associates LLC. This is a critical role that requires expertise in managing complex programs and initiatives.

About the Role

In this role, you will provide expert support to the Director and Deputy Director, as well as other DOS officials, on key programs and initiatives. You will be responsible for developing and implementing effective strategies and policies, as well as providing authoritative advice and guidance to senior officials.

Key Responsibilities
  • Develop and update mission statements, goals, and objectives for CA office;
  • Develop and update management processes and controls for CA office;
  • Assist in developing formal office-wide and unit-specific operating policies and procedures;
  • Coordinate program roles and responsibilities of CA and its partner policy office through negotiating, drafting, and updating Memoranda of Agreement;
  • Brief officials within the State Department, US intelligence community, Congressional Members and staff, Government Accounting Office, Office of Management and Budget, and other US officials on plans, management, operations, budget, and key issues of the program;
Requirements
  • Two years of experience as a Senior Management Advisor, Executive Support or equivalent;
  • MUST be a US citizen and possess or be able to obtain a TOP SECRET clearance;
  • A Master's degree is required;
  • Ten (10) years' experience as a CA program manager of a $10-million+ annually budgeted program with responsibility for program demand analysis, delivery planning, budget formulation, operational implementation, and efficiency assurance;
  • Five (5) years' experience assigned to US Diplomatic or Consular posts;
  • Technical understanding of strategic, operational, and tactical level events and environments;
  • Previous experience in senior liaison and/or attaché positions;
  • Demonstrated ability to work within the context of political and operational security organizations at a senior organizational level;
  • Excellent written and oral communications skills;
  • An understanding of organizational design, operational planning, budget, and logistical activities within the Department of State framework;
  • Willingness to travel domestically and/or abroad, including the developing world;
  • Working knowledge in Microsoft applications (MS Word, PowerPoint, and Excel).

The estimated salary for this position is $120,000 - $180,000 per year, depending on experience and qualifications.
