Job Title: Department of State Business Liaison

This role supports the planning and execution of ENM IT projects, including both COTS tools and custom applications. The successful candidate will develop project documentation, communications plans, test plans, and scripts, as well as maintain the ENM master portfolio database.

Key Responsibilities:
  • Support the development of project documentation, including project charters, business and technical requirements, communications plans, test plans, and scripts.
  • Maintain the ENM master portfolio database.
  • Collaborate with stakeholders to identify project needs and develop solutions.
  • Develop and implement project plans, including timelines, budgets, and resource allocation.
  • Monitor and report on project progress, identifying and mitigating risks as needed.
Requirements:
  • An active and maintained Secret Federal or DoD security clearance.
  • Bachelor's degree or four years of professional experience in lieu of education.
  • Two years of experience leading or supporting projects in the Federal sector.
  • Experience managing network design, engineering, and security projects.
  • Excellent writing, communication, and organizational skills.
  • Able to take initiative, manage own workload, and assume responsibility for tasks.
  • Ability to exercise sound judgment and innovative thinking.
  • Positive attitude, willingness to learn and apply, team player.
Preferred Qualifications:
  • Bachelor's degree in a relevant field.
  • Project Management Professional (PMP) certification.
  • ITIL certification.
  • Familiarity with State Department and the Managing State Projects (MSP) project cycle.
  • Familiarity with the Software Development Life Cycle (SDLC).
  • Experience with Cloud Services in the Federal sector (Google Apps, Amazon Web Services, etc.).
  • Experience with MS Project or other scheduling tools.
