Job OverviewPosition Summary

As a Lead Engineer/Scientist, you will play a pivotal role in the Missile Reliability Assessment and Ordnance Surveillance Program within the Naval Sea Systems Command.

Key Responsibilities
  • Oversee the daily operations of the branch, ensuring timely delivery of high-quality products within budget constraints.
  • Implement Human Capital Management policies while leading and managing branch personnel.
  • Administer the branch budget, manage client relationships, and execute strategic directives while fostering a collaborative environment.
  • Engage in effective communication with superiors, peers, subordinates, and external partners.
  • Establish objectives and priorities, utilizing internal controls and team-building strategies to manage the branch effectively.
  • Evaluate team performance, providing constructive feedback and recognizing outstanding contributions.
  • Encourage innovation and professional development among team members.
  • Attract and retain a skilled workforce, managing all aspects of recruitment and hiring processes responsibly.
  • Develop and maintain a workforce with essential competencies in relevant knowledge areas.
  • Organize workloads to optimize resource utilization, implementing assessment methodologies to meet client needs.
  • Create Plans of Action and Milestones (POAM) to monitor workload progress and report regularly to higher management.
  • Establish performance measures to manage project status and guide continuous improvement efforts.
  • Utilize problem-solving techniques to address system assessment challenges and develop new automated tools.
  • Manage the identification and scheduling of Test and Evaluation resources to support missile surveillance testing programs.
  • Ensure that facility Test and Evaluation tools are prepared for operational needs.
  • Verify that test plans and procedures adequately address safety, reliability, and performance metrics; ensure timely data capture and analysis.

Qualifications

This interdisciplinary role may be filled by candidates from various engineering and scientific backgrounds, including General Engineering, Physics, Mathematics and Statistics, Computer Science, or Data Science. Applicants must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, involving supervision of personnel and budgets while managing daily operations to support strategic initiatives for a naval missile or weapons program.

Applicants must meet specific educational qualifications as outlined by the Office of Personnel Management (OPM) for the relevant series.

This position is part of the Department of Defense Priority Placement Program, and additional vacancies may be filled through this announcement.
