Job Summary

We are seeking a highly skilled Program Manager to join our team at the Department of the Navy. As a Program Manager, you will be responsible for developing and coordinating all required program acquisition documentation and briefings, ensuring that all program requirements and milestones are communicated and coordinated with program leadership.

Key Responsibilities
  • Develop and coordinate program acquisition documentation and briefings
  • Communicate and coordinate program requirements and milestones with program leadership
  • Analyze needs and requirements information necessary for development of specific objectives for assigned program initiatives and for planning
  • Direct the development of comprehensive program plans to ensure fulfillment of technical, cost schedule, and performance objectives
  • Serve as liaison and representative in negotiations with other commands and offices of the Navy, DOD, other governmental agencies, and private organizations on matters pertaining to the program
  • Evaluate work performance of team members and provide inputs to Group Leaders and supervisors on performance of IPT members
Requirements
  • Must be a US Citizen
  • Must be determined suitable for federal employment
  • Must participate in the direct deposit pay program
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
  • Males born after 12-31-59 must be registered for Selective Service
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band (DA-05) or grade level (GS-12/13) in the federal service or equivalent experience in the private or public sector.

Examples of specialized experience include:

  • Utilizing a wide range of technical and business systems, processes, and practices used to manage weapon systems acquisition
  • Reviewing, analyzing, and implementing higher level procurement policies
  • Managing project/program requirements, objectives, and metrics, and resolving conflicts among schedules, funding, and resources
  • Identifying opportunities to incorporate process improvements and best practices utilizing customer feedback, internal and external audits, self-assessment, and lessons learned activities
  • Advising management and colleagues on difficult problems, conducting special studies, proposing options and alternatives, and representing a command
