Job Title: Contract Advertisement and Management Support Specialist
Job Summary:
The Maryland Department of Transportation is seeking a highly skilled Contract Advertisement and Management Support Specialist to join our team. As a key member of our Contract and Finance Division, you will be responsible for acting as a liaison with various offices within the department, working closely with engineers to develop, prepare, review, and submit final contract solicitations for construction and maintenance services.
Key Responsibilities:
- Review Architectural and Engineering (A/E) consultant invoices and enter tasks and payments in the Consultant Tracking System (CTS)
- Monitor contract authority and Minority Business Enterprise (MBE) usage
- Review A/E task proposals and process A/E task reallocations
- Assist with A/E contract procurement
- Prepare documents, assemble Information for Bids (IFB) booklets using IFB Generator, and prepare proposal form package using American Association of State Highway and Transportation Officials (AASHTO) web transport system
- Submit Form 42s using F42/30 to set up funding, post advertisements in EMaryland Marketplace Advantage (EMMA) and BidExpress (BidX), and arrange and attend pre-bid meetings
- Develop addenda and provide guidance on contract advertisement and management to engineers in other divisions
Requirements:
- Five (5) years of experience in administrative staff or professional work
- Two (2) years of experience involving performing contract management and procurement for construction, maintenance services, and/or Architectural/Engineering (A/E)
- Advanced Microsoft Excel skills and working knowledge of IFB Generator, American Association of State Highway and Transportation Officials (AASHTO) (TRNS*PORT), EMaryland Marketplace Advantage (EMMA), BidExpress (BidX), and Bentley ProjectWise
- Knowledge of construction engineering principles, standards, and specifications
- Knowledge of federal/state traffic engineering regulations, policies, standards, and guidelines
- Excellent internal/external customer service abilities and interpersonal skills
- Excellent written and oral communication skills
- Ability to work independently and have a high regard for attention to details
