Job Description

Job Purpose

The Senior Program Manager, Aviation will oversee, coordinate, manage, and execute all activities associated with specific Aviation Programs. This includes delivery of products, services, demonstration of customer specified performance and quality requirements, scope management, cost management, scheduling, resourcing, risk management, and realization of revenue and profit during the entire lifecycle of the program.

Responsibilities

Key responsibilities include:

  • Leading and managing contract requirement deliverables, including all design, testing, installation, and training elements of the specific program.
  • Collaborating with Key Government Representatives and/or their Prime Contractor(s) to drive Program Compliance, Submittal of funding requests, billing, contract modifications, creation of White Papers.
  • Developing and managing process for issues identification and resolution. Appropriately escalating unresolved issues in accordance with the Smiths governance model.
  • Conducting risk assessment of program deliverables based on impact and probability, and taking action to mitigate risk. Appropriately escalating risks in accordance with governance model.
  • Monitoring program readiness for achieving deliverables, and making necessary adjustments to ensure deliverables are compliant, on time, and within budget.
  • Assisting Business Development, Sales, and Product Development activities by conducting feasibility analyses of potential programs.
  • Analyzing and responding to Requests for Proposal (RFP), Requests for Quote (RFQ), and Requests for Information (RFI) in accordance with Smiths criteria for program acceptance and rejection.
  • Identifying business development and value-added sales opportunities related to programs, supporting product management efforts to manage the lifecycle of products and/or services, including improvements, enhancements, and obsolescence, and supporting negotiations with customers.
  • Reporting program status to all stakeholders, preparing and presenting periodic status reports, and monthly Program Management Reviews.
  • Benchmarking program management approaches and developments with external customers and promoting best practices with other Smiths colleagues.
  • Creating effective business communication encompassing technical proposals for customer requirements, business briefings, and presentations.
  • Complying with all applicable U.S. export control and security regulations.
  • Complying with and promoting all relevant legal requirements and Smiths policies and procedures, including business ethics, data protection, and health and safety.

The Individual

  • Education/training:
    • BS or BA degree in related technology or business management.
    • PMP accreditation preferred.
  • Experience:
    • Requires 8 or more years' program/project management experience.
    • Experience managing a cross-functional team indirectly.
    • Experience in manufacturing or engineering environments.
    • Understanding of global business and U.S. specific government business.
    • Ability to implement, lead, and direct program team in use of company or industry standards for program management and related processes.
    • Experience in obtaining various permits, licenses, and certifications for contract requirements.
    • Experience working in a highly matrixed organization.
    • Previous experience in hardware programs, ordering materials, delivery of equipment.

Knowledge/skills/other attributes:

  • Experience working on U.S. government contracts and/or with the Transportation Security Administration (TSA), Airport Projects a big plus.
  • Working knowledge of financial concepts and measurements to program management, e.g., ROI, earned value management, net present value.
  • Development of a PM plan, defining scope, planning, developing cost and risk plans, procurement, manufacturing, performing QC, testing, delivering product according to customer-defined schedule of deliveries, and working the program through final payment.
  • Able to manage cross-functional teams in a matrix environment, influence people outside of direct reporting relationships (matrix organization), and communicate effectively at all levels.
  • Able to use MS Office suite and MS Project.
  • Ability to travel 50% of the time at various stages of a program.
