The selected candidate will assist the Delaware Emergency Management Agency (DEMA) in executing comprehensive planning initiatives aimed at addressing various hazards, including natural, technological, and human-made emergencies.

Responsibilities encompass a range of projects, including the development and enhancement of emergency management strategies and grant programs focused on preparedness, response, mitigation, and recovery efforts.
The incumbent will engage with local, state, and federal partners to facilitate the creation and execution of plans and projects.
Essential Functions:
Essential functions represent the core responsibilities associated with this role and are not intended to be an exhaustive list of all tasks.
- Analyze and evaluate data, challenges, and issues to assess their implications on programs and plans.
- Identify and assess alternative resource allocations, viable strategies, and expected costs and benefits.
- Formulate recommendations for public and private sector decisions through formal plans and policies.
- Develop and promote strategies for implementing policies and programs effectively.
- Build consensus among community stakeholders through negotiation and facilitation.
- Educate and involve special interest groups and public officials through various outreach methods.
- Coordinate planning efforts across multiple levels of government and integrate with external entities.
- Provide technical assistance and training to support effective change management.
- Design and oversee the planning process while systematically evaluating the impact of implementation.
Qualifications:
Applicants must demonstrate relevant education, training, and/or experience in the following areas:
- Planner II: Minimum of one year of experience in a planning role.
- Planner III: Minimum of two years of experience in a planning role.
- Planner IV: Minimum of three years of experience in a planning role.
