Overview: This role is situated within the Real Property Operations (TERO) sector of Real Property Services (TER), Transmission Engineering & Technical Services (TE), Transmission Services (T), Bonneville Power Administration (BPA).
A successful candidate for the Program Management Expert position will be tasked with orchestrating and supervising all administrative analytical and evaluative functions associated with the strategizing, designing, and execution of innovative and enhanced information and procedural systems.
Key Responsibilities:
As a Program Management Expert, you will:
- Collaborate with and guide the management team in applying change management process methodologies and techniques.
- Conduct assessments of organizational needs, ascertain readiness for change, promote organizational awareness, and spearhead change initiatives.
- Offer guidance and expertise in change management by defining and executing requirements for project-specific change management strategies.
- Develop, implement, and oversee a structured change management framework that encompasses a communication strategy, a sponsor roadmap, a coaching plan, a training plan, and a resistance management strategy.

Key Requirements:

Qualifications: To qualify, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service.
Specialized Experience is defined as:
- Interpreting and applying a broad range of concepts, laws, policies, principles, regulations, precedents, and practices relevant to project management duties, including cost-benefit analysis, financial management, planning and evaluation, schedule development and monitoring, and resource management.
- Providing technical advice, guidance, recommendations, and actionable solutions to management and other technical specialists on assigned projects.
- Influencing and negotiating project management technical competence.
